Background information Gender Equality
Save the children believes that it is critical to directly address gender discrimination and promote gender equality to ensure that no harm comes to children and to advance our vision for a world where every child attains their equal right to survival, learning and protection. A focus on gender equality is essential to close inequality gaps and ensure that we reach every last child, including those who are most marginalized. As such, promoting gender equality has become a priority for the organization globally, and increasing levels of support and resources are being made available to support this endeavour.

SCOPE OF WORK:
Reports to: Gender & Inclusion Technical Advisor
Location: Amman, Jordan with frequent travel to Syria Area Offices
Scope of Work and Methodology: The consultant is being commissioned to support Save the Children, Syria Response Office in conducting a Gender Equality Self-Assessment (GESA). The process of GESA is participatory working closely with Save the Children staff. The consultant’s role is to guide the GESA process. The consultant will work closely with the Gender Advisor and the action team to undertake the GESA process. The consultant will be provided with Save the children’s guidelines on the GESA process which specifically explain the process and include tools o be used in conducting GESA.

KEY AREAS OF ACCOUNTABILITY:
Purpose of a GESA
The Gender Equality Self-Assessment (GESA) is a tool for identifying staff perceptions regarding how gender issues are addressed in our programs, as well as in our internal organizational systems and activities. Specifically, the whole process is designed to garner information on the status of gender equality in SRO in relation to:

1. Leadership:
Ways in which management teams at all levels in SRO use their power, privilege and influence to demonstrate their support leadership, enthusiasm for and commitment to championing gender equality within the organization and throughout programs and advocacy.

2. Capacity:
Level of specialization needed for staff-across all levels of the organization-to integrate gender equality into their work, and the level of institutionalization of gender equitable and inclusive organization.

3. Accountability
Mechanisms by which the agency determines the extent to which it is walking the talk in terms of intentionally mainstreaming gender equality within the organizational policies, procedures, and practices and throughout programming and advocacy to achieve the highest equality standard.

4. Culture
The sum of intersecting attitudes, beliefs, customs, codes of behavior, values and written & unwritten within the organization, all of which promote of undermine principles of equality and inclusion, ultimately influencing staff’s experience within the workplace.

5. Safeguarding
Mechanisms by which the organization prevents and responds to all forms of sexual harassment, abuse, sexual and gender-based violence, exploitation and any abuse of power.

Key Deliverables:
* Develop a detailed work plan, in discussion with the Gender Advisor and the action team
* Review the Save the Children GESA guidelines and submit methodology document including revised tools to be used in the GESA
* Analyze survey data and conduct gender pay gap analysis prior to FGDs and KIIs
* Develop FGD and KIIs tools in line with the GESA guidelines
* Conduct FGDs and interviews in the head office and support the action team in additional locations
* Develop Gender Action Plan with the gender action team
* Facilitate a workshop on the Gender Action Plan for the ESMT members
* Submit the draft report
* Revise the and submit final report including Gender Action Plan

QUALIFICATIONS AND EXPERIENCE
The consultant should have the following qualifications:
* Experience in undertaking gender equality self-assessment or gender audit processes
* Experience developing research tools, conducting qualitative and quantitative research and data analysis
* Strong facilitation skills
* Experience using participatory methods with staff groups, partners and communities
* Strong gender analysis skills
* Openness to listen and ability to be sensitive in response to staff disclosures
* Good report writing skills

Total of Consultancy days 15 days.

General assumptions and dependencies

The Gender and Inclusion Technical Advisor for SRO will manage this consultancy and approve all deliverables, with additional support from the SRO PDQ Director. The Gender and Inclusion Advisor and the action team will provide the necessary information and introductions to support the consultant, including access to GESA tools and all staff survey. Assumptions include the availability and active engagement of all staff in the process, as well as the functioning of remote telecommunications to conduct KIIs and FGDs.

Payment information

Payment will be made in one instalment after all deliverables are completed.
