Gender Consultant on Developing the Bangsamoro Human Rights Commission’s (BHRC) Gender Ombud Guidelines

I. Purpose of Consultancy

In the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Nonviolent Peaceforce (NP) with support from the United Nations Population Fund (UNFPA) is working together with key stakeholders and agencies in establishing gender-responsive plans, programmes and policies for women and girls in the Bangsamoro.

NP envisioned that even in a landscape significantly shaped by feudal and patriarchal society, and restricted by cycles of violence and armed conflict, women, and girls would live in safety and freedom, meaningfully participate in areas of BARMM governance and receive uninterrupted access to basic social services, including GBV life-saving services, with the multi-sectoral response.

On gender equality and women’s empowerment, human rights and GBV prevention and response, among key agencies that NP is working with is the Bangsamoro Human Rights Commission (BHRC), as the Gender Ombud of BARMM by virtue of the Bangsamoro Autonomy Act No. 4. BHRC is tasked to establish guidelines and mechanisms that will facilitate access of women to legal remedies under the Act and related laws, and enhance the protection and promotion of women’s human rights, especially marginalised women.

NP with support from UNFPA is committed to ensuring rights and choices for all, and will support the Bangsamoro government through BHRC in developing their Gender Ombud Guidelines that is context-specific and aligned with the international standards

II. Scope of work (Description of services, activities, or outputs)

The Gender Ombud Guidelines Consultant is expected to deliver the following:

  1. Work closely with the Bangsamoro Human Rights Commission (BHRC) all throughout the process, including review of available documents as reference in developing BHRC’s Gender Ombud Guidelines
  2. With the BHRC technical team, conduct consultation and roundtable discussions, these should include key stakeholders and partners, such as ministries, youths, religious leaders, local authorities and civil society organisations, among others. These consultations will help to gather inputs that would contribute to the drafting of Guidelines
  3. Draft and write the Gender Ombud Guidelines based on the input and output from key stakeholders and partners on the series of activities stated-above
  4. Provide technical support and advice to BHRC to ensure Gender Ombud Guidelines is context-specific and aligned with the international legal frameworks such as UDHR, CEDAW, and national law e.g. Magna Carta of Women (RA9710) and other related laws
  5. Conduct regular meeting with BHRC technical team and with UNFPA Mindanao Team
  6. Once finalised and approved, print and publish BHRC Gender Ombud Guidelines for dissemination
  7. Provide the hard copy and soft copy of the Gender Ombud Guidelines to BHRC

The Hiring Office and the Consultant shall ensure that everyone involved in the activities shall follow the Covid-19 minimum standard health protocols.

III. Duration and working schedule

This consultancy’s duration is from August until December 2022

IV. Place where services are to be delivered

Cotabato City, BARMM

V. Monitoring and progress control, including reporting requirements, periodicity format and deadline

The consultant will work closely with Nonviolent Peaceforce with technical guidance from UNFPA to review the progress and any new developments to ensure that the consultant’s work plan is appropriate and strategic over the duration of the consultancy.

She/He will work closely with the UNFPA Gender/GBV Unit, with technical guidance from the UNFPA Gender Analyst in Mindanao, and Gender/GBV Consultant(s) and Communication Analyst in the Country Office in Manila

Schedule of payment shall be, as follows:

With the BHRC technical team, conduct a series of consultation/roundtable discussions, these should include key stakeholders and partners, such as ministries, youths, religious leaders, local authorities and civil society organisations, among others. These consultations will help to gather inputs that would contribute to the drafting of Guidelines

Provide progress reports on the technical support to BHRC during the consultations process together with BHRC for the development of Gender Ombud Guidelines.

VI. Supervisory arrangements

Under the joint direction and supervision of Bangsamoro Human Rights Commission and Nonviolent Peaceforce Philippines, with technical guidance from UNFPA Gender Team

VII. Expected travel

Local travels shall be included in the payment and is consistent with guidance from organisation’s policy on allowed travel and conditions.

VIII. Required expertise, qualifications and competencies, including language requirements

The Consultant, must have the following qualifications:

  • Advanced Degree in social and behavioural sciences, laws, gender and human rights or equivalent
  • At least 4 years of professional experience in policy advocacy related to gender and women’s rights, reproductive health, and gender-based violence prevention and response.
  • Knowledgeable on national laws and policies protecting women’s and girls’ rights, and related international treaties ratified by the Philippines
  • Excellent skills in writing, communication, lobbying and policy work
  • Ability to systematically analyse data according to local contexts and socio-political environments and in relation to broader local and national government initiatives
  • Experience working with the Commission on Human Rights and key government agencies such as DSWD, PCW, and BARMM, among others. is an advantage

  • Proposed data management plan (collection, processing and analysis)
  • Study work plan
  • Team composition and level of effort of each proposed team member (include CVs of each senior team member)
  • A financial proposal with a detailed breakdown of costs for the study quoted in PHP.
