The GBV Case Coach Officer will lead the development and roll out of the GBV Coaching Program and conduct regular coordination, monitoring and reporting to assess impact and adjust approaches as required. The coaching program will primarily target UNHCR partners, governmental, non-governmental and community GBV actors, with a focus on building existing local capacities, in locations impacted by insecurity and internal displacement in Cabo Delgado. S/he will broadly contribute to enhancing the national system on GBV response, the technical support required will largely focus on strengthening knowledge of target actors on GBV core concepts and service delivery, with a focus on case management (with integrated psychosocial interventions) for GBV survivors and community engagement capacity.

Duties:

  • Conduct a capacity assessment of GBV case management services and GBV community engagement focal points, using tools that consider global GBV guidelines and standards, in order to develop a GBV coaching curriculum that responds directly to identified needs on the ground. Share findings of the GBV case management capacity assessment with UNCHR and GBV coordination mechanisms.
  • Based on existing coordination and referral pathways information, and in coordination with UNHCR and the GBV AoR, map GBV response actors to participate in the GBV coaching program, especially as part of a core cohort or trainers to roll out capacity building internally their organizations.
  • Based on results of the capacity assessment and desk review of existing capacity building tools develop GBV case management and GBV community engagement capacity building packages, adapted to the context, and in line with global GBV guidelines. The packages should include training of trainers’ curriculum, facilitation guides, monthly learning sessions content, GBV case management supervision tools and guidance, as well as tools for self-learning and monitoring learning outcomes.
  • In coordination with the UNHCR Protection team, and based on robust and inclusive planning, lead the roll out of the GBV coaching curriculum in the field, ensuing regular monitoring, feedback, and adaptation as required. Implementation should harness a training of trainers, peer learning, self-care and age, gender, and diversity inclusive approach. The GBV Coaching Program modules for case workers should include robust learning related to GBV information management systems for case management, in accordance with agreed information management systems in the context.
  • Coach and monitor the rollout of monthly learning sessions for GBV caseworkers and community focal points led by trained GBV trainers in field locations, providing positive and supportive supervision guidance.
  • Develop capacity for the ongoing supervision of GBV case management, providing positive and supportive supervision approaches in a safe and inclusive learning environment. Support GBV case management supervisors to roll out case supervision tools, especially those that monitor survivor centred skills, knowledge, and attitudes of GBV case workers.
  • Conduct a review of existing national level GBV service delivery protocol, in particular for case management and referral protocols (including to health, legal, psychosocial and safety support), in line with global GBV case management guidelines and a survivor-centered approach. The review should result in a report with clear recommendations for strengthening protocols and filling any identified gaps in guidelines for GBV case management at national level.
  • Where possible, and based on feasibility, adapt capacity building packages into a remote approach, based on existing remote GBV case management capacity building toolkits, especially to include GBV case management actors in vulnerable hard-to-reach locations of Cabo Delgado.
  • Monitoring learning outcomes, in relation to the improvement of GBV knowledge, skills and attitudes, based on established quality assurance criteria.
  • Draft a final report of the GBV Coaching Program with results, recommendations and the finalized GBV Coaching toolkit for wider dissemination.
  • Work closely with the UNHCR Protection team to provide guidance on GBV case management and community engagement, and participate in GBV coordination mechanisms, coordinating in particular with government and NGO GBV service providers, and learning opportunities on the ground with UNHCR.
  • Contribute to the UNHCR GBV case management and community engagement strategic direction in Cabo Delgado, guided by results and learning from the GBV Coaching Program.
