Introduction and Background

The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support inclusive and sustainable economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The selection reflected the strong partnership MCC and Indonesia built during the first compact. The compact agreement will be valid for a period of five years. MCC’s work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins. The Indonesia Compact is designed to improve the country’s transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs). Along with implementing policy and institutional reforms, the proposed grant program will include three separate projects, in alignment with Indonesia’s own development priorities: • The $350 million Advancing Transport and Logistics Accessibility Services Project (ATLAS), which aims to improve transport planning and preparation in target provinces by preparing, structuring, procuring, and delivering support to sub-national governments.

• The $95 million Financial Markets Development Project (FMDP), which will address the root causes of underdeveloped project financing market and capital markets by building capacity for and mobilizing green finance and other blended finance mechanisms.

• The $136 million Access to Finance for Women-owned / Micro-, Small and Medium Enterprises (MSME) Finance Project, which aims to increase lending from formal financial service providers to MSMEs and women-owned MSMEs in the target provinces by gathering and analyzing MSME financial and technical performance data as well as providing technical assistance, digital and financial literacy training, and other demand-driven business development support.

The FMDP will focus on the national level while the ATLAS and MSME Finance Projects will be implemented at the sub-national level in the North Sulawesi, Riau, Riau Islands, Bali and South Sumatra provinces. The Government of Indonesia has established an Implementation Independent Agency, called the Millennium Challenge Account – Indonesia II (MCA-Indonesia II or “MCA”), to act as a designee in supervising and managing the implementation of the five-year MCC Compact Program in Indonesia.

Position Objective

The Gender and Social Inclusion (GSI) Lead leads the Gender and Social Inclusion Unit, and under the guidance of and reporting to the Deputy Executive Director, Programs, provides technical leadership to the MCA management and project teams, implementing partners, contractors, and project stakeholders to ensure social and gender integration across all program functions. The GSI Lead is responsible for assuring high quality implementation of all gender- and inclusion-related activity designs and priorities under the compact. In addition, the GSI Lead is responsible for line supervision of other GSI staff.

Tasks and Responsibilities

  • Serves as the main counterpart and technical lead for all MCA consultant staff, implementing entities, contractors, and project stakeholders on all gender and social inclusion issues for the Compact;
  • Serve as point of reference, advice and leadership to MCA management and project-level consultant staff on project specific GSI issues, approaches and overall GSI strategy, ensuring coherence, coordination and alignment of GSI approaches across projects towards a common standard;
  • Lead the development of the Compact-wide and the Project-specific Social and Gender Integration Plans (SGIPs) in consultations with project and cross-cutting leads and consultant staff, as well as associated stakeholder engagement, workplans, responsibilities, capacity building, and metrics;
  • Provide technical support to project cross-cutting leads, oversee and monitor the SGIP implementation across projects and activities throughout the duration of the Compact;
  • Provide strategic and technical inputs and clear important Compact and project documents, such as M&E Plan, Environmental and Social Management Plan (ESMP), scopes of work of project feasibility studies, Environmental and Social Inclusion Assessment (ESIA) and other studies.
  • Lead the GSI team through consultant staff recruitment, training, development, quality control, guidance and performance management;
  • Ensure compliance with the Government of Indonesia’s Gender Mainstreaming Policy, MCC Gender Policy, MCC Gender and Inclusion Operational Requirements, the MCC Inclusion and Gender Strategy, and the MCC Counter-Trafficking in Persons Policy;
  • Reconcile different approaches to inclusion and gender across all programs to present a coherent approach for MCA Indonesia II;
  • Monitor the quality of integration of gender, social inclusion and poverty reduction in all project activities and identify areas where integration can be strengthened or modified.
  • Coordinate closely with other cross-cutting disciplines, including Environment and Social Performance (ESP) and Monitoring and Evaluation (M&E) colleagues, to ensure coordination and alignment between approaches, including for example, around inclusive and gender-informed stakeholder engagement and indicators for monitoring progress.

Key Qualifications (Education, Experience, Technical Competencies)
Required Qualifications

  • Advanced University Degree (Masters or higher) in social sciences or a related discipline (e.g., anthropology, sociology, women’s studies, public policy, community development, developmental economics, etc.)
  • Approximately fifteen (15) or more years of experience, including approximately seven (7) in a management or leadership position leading the integration of inclusion and gender efforts in programs of a similar nature, in an international development context.
  • Demonstrated experience in project management, including managing team of experts, program budgets and work plans at country level.
  • Demonstrated experience with internationally recognized gender, social and poverty analysis concepts, frameworks and tools.
  • Demonstrated experience in providing guidance and undertaking technical analysis on gender, social and poverty issues in project designs, assessments, management plans, performance monitoring plans, and in procurement and contract documents.
  • Experience with managing and overseeing contractors toward successful completion of gender and social inclusion activities in large development projects, including demonstrated experience in developing TORs and ensuring compliance with TORs.
  • Knowledge of Indonesian policies, laws and regulations related to inclusion and gender.
  • Experience with inclusive and gender-focused stakeholder engagement.
  • Strong computer skills with Microsoft Office applications (Word, Excel, PowerPoint)
  • Fluency in Indonesian and excellent written and verbal communication skills in English.
  • Willingness to undertake regular field visits and interact with the different stakeholders.
  • Occasional international travel may also be required.

Desired Qualifications

  • Familiarity with projects similar in nature to those supported through the compact, including infrastructure projects and/or projects that seek to increase access to finance for micro-, small and medium enterprises (MSMEs) is a plus.
  • Experience working with international donors is a plus.
