Function prerequisite:

The Gender and Protection Advisor has responsibility for strategic and technical leadership of Norwegian People’s Aid (NPA) SGBV, protection and gender equality activities in Iraq. The Advisor is formally responsible to, and reports to the Iraq Programme Manager with also a technical reporting line to the Gender Advisor in Head Office.

The Jobholder’s responsibilities will be carried out in accordance with and contribute to the strategic objectives of NPA as set out in NPA’s Global Strategy and NPA Iraq’s Country Strategy and will be regulated by the Code of Conduct, Quality Management System and Programme Handbook, as well as approved local guidelines and regulations.

The above shall be conducted in close collaboration with the Programme Manager, Gender Advisor and Programme Advisor at Head Office as well as with the NPA Iraq Management Team and under the overall auspices of the Country Director.

The position is based in Erbil, Iraq with frequent travel throughout Iraq.

Responsibilities:

General responsibilities:

· Responsible for strategic and technical leadership of protection and gender equality activities in Iraq, in line with NPA’s overall strategies, plans and policies and in coordination with and based on authorisation from the Programme Manager.

· Will support the NPA management, staff and local partners staff with developing best practises when implementing activities aimed at responding to and the prevention of SGBV in all its forms, gender equality and other protection related activities.

· Capacity and competency development of the NPA’s staff and partners.

  • Be a resource and point of expertise for NPA in Iraq and with the HO in relation to SGBV and gender equality and gender mainstreaming in the organisation.

· Contribute to fundraising and developing of the new project proposals. where protection and gender equality would constitute one pillar of the integrated programming.

Specific duties and responsibilities:

Policy and Strategy

Contribute to strategic development and the overall institutional competence growth, integration and coordination ensuring transparency and congruence with NPA’s Partnership and Gender Equality Policy and NPA’s strategic objectives, values and principles.

  • Act as a resource and point of expertise for NPA in Iraq and with the HO in relation to SGBV, gender equality and gender mainstreaming in the organisation.

· Spearhead and coordinate with NPA teams implementation of the Gender Equality Policy in Iraq.

· Advise NPA management on best approaches for mainstreaming protection in NPA programmes and with partners.

Programme quality and protection mainstreaming

Provide the overall and hands on technical guidance and leadership of NPA Iraq SGBV protection and gender equality programme elements.

· Refine NPA’s approach in SGBV, protection, gender equality, civil society development and other related programme elements.

· With Programme/Project Managers support the planning, implementation and monitoring of the technical elements of project activities and set high quality performance targets ensuring adherence to technical/humanitarian standards, best practices, NPA strategic objectives, and donor guidelines.

· Provide technical guidance, inputs and quality control of the related programme elements, in line with the programme plans and in coordination with programme management, on implementing activities aimed at responding to and the prevention of SGBV in all its forms, gender equality and other protection related activities, as well as with women and civil society empowerment.

· Provide day to day technical support to the protection and gendert equality team to ensure project activities are implemented according to quality standards and donor’s requirements in all programme locations.

· Support identification, assessment and quality improvements of proposals from existing or potential partners.

  • Ensure coordination with programme managment on technical and cross-cutting issues, and on the overall programme integration.
  • Programme quality assurance, where competence, training and sharing of knowledge remain a high priority at all levels of the programme, especially with NPA’s partners.

· Provide reports and updates to the Programme/Project Managers regarding technical aspects of the projects and alerts in case of any issue in the implementation of the activities and suggest solutions to address identified challenges.

· Facilitate communication and exchange of information between relevant stakeholders.

  • Document relevant programme learnings and coordinate with monitoring team on quality data collection, analysis and ensure systematic recording of achivements and progress.
  • Contribute to high standard monitoring, evaluation, reporting and information management, identify areas for improvement in line with quality standards, best practices and NPA Gender Equlity Policy and take charge of necessary reviews.

· Support relevant programme/project development inititives and provide technical review and guidance on the proposal and concept note development.

Capacity development

Provide guidance, inputs and lead systematic capacity development of NPA staff and partners, in line with the programme plans and in coordination with programme management.

· Lead periodic participatory assessments to find out the capacity gaps and needs in NPA’s SGBV protection and gender equality programming in Iraq.

· Train staff and partner staff in design of the assessment tools and impementation of the assessments.

· Advise and support managers to develop individual technical development plans for protection and gender equality staff and support their capacity development.

· With the programme team and partners develop and review existing tailor made and measurable capacity development plans to improve the capacity and competency of the NPA’s staff and partners on how to manage related technical components and on how to guide the local partners implementing women’s protection and empowerment interventions (quality case management and PSS services, giving due attention to protocol, social norms, attitude change and advocacy work) as well as capacitating them to carry out gender and do-no-harm assessments, relevant political, social and economic empowerment activities.

· Guide and support the team with mapping needs and SGBV protection and gender’s equality services.

· Ensure onging follow up, mentoring, coaching, trainings and support to relevant NPA and partner staff on technical aspects of the programmes/project. If/when needed shadow programme staff to help them gain confidence and improve the capacity for work with partners.

· Liaise with other agencies and organizations on relevant matters and attend coordination meetings.

Required qualifications:

Education:

Must have:

· Relevant university degree.

· Excellent English and Arabic language skills, both written and verbal.

· Good understanding of ICT systems and experience with MS Office applications, including Excel.

Desirable:

The following qualifications are desirable and will be an advantage, but are not requirements:

· Profeciency in Kurdish.

· Competence in risk and security management.

Experience:

Must have:

· Minimum 5 years experience working on gender equality and gender mainstreaming, with recognised SGBV/protection background within the Sector.

· Experience in humanitarian and development work from Iraq within the Sector.

· Good understanding and experience working directly to support civil society organisations in Iraq.

· Thorough understanding of best practice and strategies in SGBV response (case management, psychosocial support, etc.) and SGBV primary prevention and risk reduction as well in gender equality and current trends and developments;

· Thorough understanding of approaches for engaging men and boys and past experience in capacity building on such approaches;

· Relevant past experience in developing materials and activities for gender’s equality and civil society development.

· Experience in conducting training needs analysis/assessments and providing capacity development support for a broad range of audiences from a diversity of backgrounds;

· Experience in conducting gender assessment and analysis;

· Good knowledge and experience of working on SGBV issues and needs of women displaced by war and conflict;

· Experience in SGBV response and prevention and in building capacities of local partners and providing direct technical support to local organizations preferrably the Middle East context;

· Experience in fundraising and programme development

· Ability to quickly develop good insight and understanding of the conflict, the human rights situation and the political environment of the working environment.

· Experience with capacity building of staff

Other qualifications:

Written and verbal proficiency in English, Arabic and/or Kurdish.

Personal Competencies:

· Self-driven with integrity, initiative, organized in approach and ability to think and work independently

· Excellent interpersonal and communication skills.
