***This position is local contract in one of the 5 countries in the Latin America & Caribbean (LAC) region (Colombia, Ecuador, Guatemala, Haiti, Honduras).

The Regional Gender Advocacy Advisor (GAA) position is responsible to implement the regional gender justice advocacy agenda that will require outstanding skills in networking, lobbying and influence facilitating change through high level interpersonal and communication skills. The GAA position will focus on meeting the challenges of advancing CARE LAC on Gender and advocacy priorities addressing its regional program priorities (WAV, LFV, SRH, WEJ, Gender and CJ).

RESPONSIBILITIES:

  1. Develop and oversee the Regional Gender and Advocacy Strategy in alignment with the revised LAC regional framework towards 2030, focusing on the program priorities and aiming to embrace the locally led approach, especially with local women, feminist organizations and youth organizations on the top 5 regional and subregional networks.
  2. Maintain and foster a community of practice for gender and advocacy across the region (Gender RED LAC), sharing knowledge and capacity to execute advocacy goals.
  3. Identify relevant policy dialogue forums at regional and sub regional level to position CARE in relation to the key strategic objectives of the LAC 2030 program strategy focus on Gender justice.
  4. Develop key products including high level strategies, policy and context analysis, policy positions and talking points – collaborating in a matrixed approach with country offices and its advocacy leaders.
  5. In close coordination with country offices, coordinate implementation of CARE’s global campaigns, (She Leads in Crisis and Fast and Fair, others) with a goal to strengthen citizen led accountability of government commitments to support women led organizations and other frontline participants or partners.
  6. Represent CARE in regional coalitions, intergovernmental forums, and research/academic institutions to advance CARE´s gender advocacy priorities.
  7. Support the Regional Management Unit (RMU), when needed, in broader advocacy related actions, including preparing talking points and advocacy materials, in coordination with the Communication Regional Officer.
  8. Serve as the focal point for CI Advocacy working group on gender and humanitarian.
  9. Participates in the identification and design of concepts notes and/or proposals focus to ensure gender transformative approaches.
  10. Share CARE best practices and effective approaches with other organizations working on transforming harmful social norms, gender equality and diversity, and women’s empowerment issues.

QUALIFICATIONS:

  • Bachelor’s degree required in social sciences and humanities including areas of social policy, gender in development, or international relations. Master’s preferred.
  • 5-7 years of relevant international policy and advocacy experience, especially with women´s and feminist organizations.
  • Proven record of knowledge and understanding of the region development and advocacy scenarios, institutions, and processes.
  • Demonstrated experience of context analysis, policy analysis, design and implementation of advocacy strategies that amplify diverse Civil Society actors especially Women’s / feminist organizations, government, academia & NGOs to secure commitment around common goals
  • Understanding of and familiarity with all relevant multilateral institutions, civil society mainly regard women local and feminist organizations, and related decision-making processes as well as knowledge of the regional institutional environment in LAC.
  • Relevant training in policy analysis, policy advocacy, partnership brokering/development, civil society engagement.
  • Well knowledge about gender, diversity and justice framework.
  • Proven ability to produce advocacy materials and analysis and to develop mechanisms to share and manage advocacy information and knowledge.
  • Excellent writing, editing and communications skills in English and Spanish.
  • Strong computer skills (Microsoft Office Suite).
  • Experience in high-level representation
