The GBViE Programme Coordinator is responsible for supporting the GBV technical team and local partners in implementing a GBV in Emergencies specialised programme in Tigray. This role provides overall coordination, grant management, and technical oversight and direction in line with international standards, particularly the Inter-Agency Minimum Standards for GBV in Emergencies Programming, 2019. This role directly line manages and supports a team of technical specialist staff.
This role is responsible for providing technical capacity strengthening and guidance to the project team and partners in implementation of multi-sectoral GBV in emergencies interventions in line with international best practice guidance, including health care for GBV survivors, Women’s and Girls’ Safe Spaces, GBV Case Management, Mental Health and Psychosocial Support, referral systems, safety and risk mitigation, dignity kits, cash and voucher assistance, survivor centred legal aid and economic empowerment and livelihoods with crisis-affected communities in Tigray. This role will be responsible for implementation of staff care protocols, safe GBV information management systems and safe and ethical Monitoring Evaluation Accountability and Learning (MEAL). This will include working closely with the GBV AoR coordination structure in Tigray, to ensure that strategies and interventions contribute to the sub-cluster strategy and work plan.

Reporting to the Head of Programmes this is a Fixed Term contract of initially 18 months (subject to donor funding and start of contract) and is based in Mekelle with frequent travel to the programme locations. It is expected that the candidate will manage a team of 5 members of staff, including 4 Protection Officers and 1 Livelihoods Officer, and will have matrix line management responsibilities for one Procurement Officer, 1 Programme Accountant and 1 MEAL Officer.

Key Duties & Responsibilities
Strategic and Technical Leadership (20%)
• Lead on technical aspects of the GBViE specialised programming in Tigray, including programme design, adaptation and contextualisation, in line with international and national standards and best practice guidance.
• Develop standard procedures and guidance for GBV specialised programming in close coordination and cooperation with local partner organisations and Trocaire’s Protection of Women and Girls in Emergencies Technical team at HQ and national level.
• Ensure that the GBViE programme elements and interventions are survivor centred, technically sound and effective, drawing on evidence-based strategies and innovative approaches.
• Accompany and support the partners in participatory engagement with, and accountability to, women and adolescent girls throughout the programme cycle, ensuring compliance with safety and ethical standards.
• It is expected that the candidate will manage five members of staff.

Grant management and oversight (25%):
• Provide technical direction and oversight to staff and partners to guide programme implementation, including GBV specialised response services, GBV risk mitigation and GBViE capacity strengthening.
• In coordination with the CST MEAL Officer, support partners and the CST team in designing and delivering Monitoring, Evaluation, Accountability and Learning activities within GBViE programming.
• Support and ensure the safe and ethical collection of information and use of information management systems in coordination with the cluster lead agency, other GBV service providers and technical staff within CST and partner organisations;
• In coordination with the Head of Programmes and the finance team, ensure that reporting complies with Trócaire and donor requirements within agreed timeframes.
• Develop lessons learnt documents and tools to actively share best practices across Trócaire’s programmes globally, and to ensure that lessons learnt feed into future programme design.
• Provide technical input over GBV risk mitigation components in sectoral interventions ensuring they are implemented in line with quality standards and project plans.

Capacity Strengthening (50%)
• Provide technical accompaniment and capacity building support to partners and staff.
• Support the development and strengthening of Staff Care protocols and procedures for frontline GBV service provider staff, to include individual, confidential staff support and supervision sessions for GBV service providers working within the GBViE programme.
• Support the implementation by partners of specialised GBViE programme elements, including; Health Care for GBV survivors, Mental Health and Psychosocial Support, GBV Case Management, Women’s and Girls’ Safe Spaces, safety and risk mitigation, referral systems, dignity kits, cash and voucher assistance, survivor centred legal aid, livelihoods and economic empowerment, in line with the Inter-Agency Minimum Standards for GBViE Programming and existing best practice guidance
• Facilitate training and capacity strengthening activities in key technical areas, to include for example health responses to GBV survivors, GBV case management, Psychosocial support, Women’s and Girls’ Safe Spaces, and referral systems, in line with best practice guidance and with support from the CST GBViE technical team.
• Using the Partner Capacity Assessment and Support Framework, support staff to facilitate a process with partners to identify gaps in organisational capacity, develop and implement relevant capacity strengthening interventions and gather feedback to assess quality of capacity strengthening support offerred.
• Manage GBV Capacity Strengthening resource development and adaptation, including through providing line management support to full time staff and consultants on key deliverables.
• Develop and update referral pathways in consultation with the Protection sector, the GBV sub-sector and GBV service providers.

Coordination / Representation (5%)
• Coordinate closely with the GBV/CP AoR in Ethiopia, at national and sub-national level, and support local partners, staff and service providers to engage with, contribute to and guide the development of sub-cluster strategies and workplans.
• Coordinate with other sectors to ensure integration of GBV risk mitigation within sectoral strategies and workplans, in line with the IASC GBV Guidelines, 2015.
• Participate in relevant coordination fora and cluster meetings and contribute to relevant task teams and sub-groups.
• In close coordination with the Head of Programmes and Country Director, support partners to develop and participate in effective advocacy strategies, where appropriate.

Person Specification – Essential Requirements
(E) Qualification • Master’s degree in Social Work, Public Health, Psychology, International Development or other relevant field of study.
(E) Experience • 5 years of programme management experience with at least 3 years of GBV in emergencies programming experience in humanitarian settings.
• Experience as a GBV service provider, directly providing psychosocial or GBV case management support to survivors of GBV and those at risk
• Excellent management, project planning, organizational, interpersonal, and communication skills.
• Experience of working in partnership with women-centred organisations and local organisations responding to GBV
• Academic and/or practical experience in designing and implementing coaching, mentoring or professional development programmes with adults.
Budget management and report writing.
(E) Skills • Must be able to work independently while being a strong team player.
• Ability and interest to work with a multi-ethnic team in a culturally appropriate manner.
• Ability to transfer skills and knowledge through, training, mentorship and accompaniment.
• Familiarity with standards and guidelines for GBViE programming and coordination.
