JOB CONTEXT:
Under the functional management of the HQ protection specialist, the GBV and Protection field specialist works closely with protection field teams in Juba and Greater Pibor Administrative Area. The role focuses on providing technical advice for the establishment and implementation of specialized GBV and protection programming in rural and urban areas targeting both host communities and displaced populations. The specialist will work on GBV and protection programming integrated in health and other key sectors focusing on GBV and protection risk mitigation, prevention and response activities.
YOUR MISSION:
The GBV and protection field specialist is responsible for establishing specialized GBV and protection programming, providing capacity building in identified areas of need, developing standardized program and monitoring tools, advising on areas for program expansion and actively participating in inter-agency coordination fora making sure that HI GBV and protection programming is in line with sector standards. The GBV and protection field specialist will support a variety of implementation modalities to include static facilities and mobile units.
Responsibility 1: Guides the establishment, development and implementation of GBV and protection programming in South Sudan, i.e :
- Establishes advanced GBV programming integrated in health, cash and voucher (CVA) and in-kind assistance.
- Establishes an inclusive GBV case management system and provides technical support and guidance to GBV caseworkers to ensure effective application of the survivor-centered approach and the GBV case management principles.
- Establishes inclusive woman, girl and child safe spaces and related guidance, tools and monitoring strategies for quality implementation.
Responsibility 2: Builds the technical capacity of program staff.
- Identifies capacity building needs and appropriate and effective modalities to facilitate training for program staff.
- Delivers technical training, ongoing technical coaching and Training-of-Trainers.
- Leads the development of training materials focused on GBV case management, protection risk mitigation, prevention and woman, girl and child safe spaces.
Responsibility 3: Develops and reviews program-specific tools, i.e :
- Leads the development of resources/curricula/SOPs and works with program staff and HQ protection specialist to contextualize and adapt global and country-specific materials.
- Leads the identification of key aspects for the integration of PSS, GBV and protection thematic areas and provides capacity building through the development of specialized modules (e.g. counseling skills, caring for child survivors, etc.).
Responsibility 4: Establishes program monitoring, evaluation, learning and information management, i.e :
- Develops a comprehensive GBV and protection M&E plan as well as assessment tools for GBV and protection monitoring and gender analysis including gender-based violence, harmful practices, and the needs of adolescents and youth.
- Leads the uptake of the GBV Information Management System (GBVIMS) principles, develops the capacity of field teams on GBVIMS and leads on data analysis to adjust programming. Develops tailored information sharing protocols (ISP).
Responsibility 5: Actively participates in inter-agency coordination mechanisms (relevant Clusters and sub-working groups)
Others: Any other service / task in connection with the programme that may prove necessary.
YOUR PROFILE:
QUALIFICATIONS
- You hold a Master’s Degree in social sciences, social anthropology, law and women’s rights, sociology, gender, cultural studies and 4 years of professional experience in the field of GBV prevention and response or broader gender programming, or Bachelor degree with 7 years of professional experience in the field of GBV prevention and response or broader gender programming.
- And ideally you have a proven experience working with technical teams
EXPERIENCE
- Demonstrated experience in GBV, adolescent girl and women empowerment programming.
- Experience working in a conflict or post conflict zone required.
- Proven experience in building capacities, including training and mentoring staff remotely.
- Experience as a case worker or supervising case workers and a thorough understanding of GBV case management principles will be considered a strong asset.
- Field experience is strongly desirable. Experience in the region is highly desirable and experience of (multi or complex) project management is preferable
SKILLS
- Strong track record of technical leadership and proven ability to produce demonstrable results.
- Proven experience in technical support to GBV advanced programming in complex settings.
- Advanced knowledge of and experience with Monitoring, Evaluation and Learning with international cooperation and/or humanitarian agencies.
- Proven ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
- Familiarity with management and monitoring tools.
- Verbal fluency and excellent writing skills in English.
- Demonstrated advanced knowledge of prevention of sexual exploitation and abuse responsibilities within humanitarian response programs.

- 6 months International contract starting from November 1st 2022

- Medical coverage with 50% of employee contribution
- Repatriation insurance paid by HI
- Salary from 2800 € gross/month upon experience
- Perdiem: 680 € net/month – paid in the field
- Hardship: 500 € net/month paid with your salary (REMOVE IF NOT APPLICABLE)
- Paid leaves: 25 days per year;
- R&R: 5 days every 8 weeks
- Position: unaccompanied
