About SEED Foundation: SEED Foundation is a locally-registered NGO in the Kurdistan Region of Iraq. SEED’s mission is to protect, empower, and support the recovery of  survivors of violence and others at risk. SEED is committed to delivering quality and holistic approaches, combining international expertise and local know-how to achieve results for the people of Iraq and Kurdistan. SEED’s programming focuses on four key objectives: 1) the delivery of transformational, comprehensive MHPSS services including case management, mental health, and legal services, as well as psychosocial support activities; 2) strengthening the capacity of service providers through education, training, and capacity-building programs; 3) promoting policy and social change to strengthen the rights of, and protections for, vulnerable groups and individuals; and, 4) supporting the protection and recovery of survivors of trafficking, including through SEED’s shelter for victims of trafficking and those at risk, after care services, and prevention work to reduce the risk of trafficking through public awareness, technical assistance, and advocacy for legal, regulatory, policy, process, and institutional changes. 

 

Role of the GBV Policy & Advocacy Advisor: 

The GBV Policy & Advocacy Advisor will provide technical expertise and leadership for SEED’s policy and advocacy work on gender equality and GBV. The GBV Policy & Advocacy Advisor will identify GBV gaps and needs in the KRI, advocate for human rights and participate in program design and development. The Advisor will lead on GBV and protection policy and strategy initiatives including technical assistance, training, and advocacy with the government and government actors. The GBV Policy & Advocacy Advisor will ensure existing GBV and CM guidance meet international standards, as well as national and regional standards endorsed by the GBV Cluster. The Advisor will lead or participate in cluster coordination mechanisms and working groups. The GBV Policy & Advocacy Advisor will support the harmonization of GBV standards across all SEED’s programs. The Advisor will strategize initiatives for collaboration with government agencies, to strengthen their GBV policies, protections, approach and services. The Advisor will strengthen SEED’s initiatives in GBV prevention and response and act as a resource for all existing programs. The Advisor will lead on GBV public awareness messaging and campaigns, and will support the design and delivery of training to service providers from SEED, other NGOs and government agencies, including on strengthening services and protections for vulnerable individuals. The Advisor will act as a strong advocate for all individuals to access human rights and identify initiatives to strengthen SEED’s impact as such.

 

Tasks:

Technical leadership (30%)

  • Develop strategic plans for engaging with government and other actors to reduce and prevent, and strengthen GBV response
  • Participate in program planning, design, and interventions to strengthen government protections of human rights and prevention and awareness efforts
  • In collaboration with other members of SEED’s Technical Department, Program Directors, Managers, and Senior Management, develop GBV prevention and response strategies 
  • Conduct research as necessary on Kurdistan, as well as to identify best practices, interventions, tools, that can be used in our work
  • Identify GBV gaps and needs in the KRI and participate in program design and development, and execution of GBV policy and advocacy programming accordingly
  • Develop clear GBV guidelines and standards consistent with international best practice and ensure harmonization across all SEED’s programs and services
  • Develop GBV tools, protocols, processes, and policies
  • Develop GBV related communications, media, and public awareness content
  • Identify, share and adapt resources and materials
  • Draft and develop assessments, reports, strategies, and other materials to support policy and advocacy efforts

 

GBV Advocacy and Awareness (30%)

  • Develop advocacy plans, strategies, campaigns, and initiatives to support SEED efforts for legislative, policy, and institutional reform
  • Develop GBV campaign strategies and public messaging as well as targeted messaging to target groups
  • Prepare presentations, speeches, and talking points for GBV initiatives
  • Conduct needs assessments, interviews, and have technical discussions with government officials
  • Develop content and provide input on communications materials including website articles and content, promotional materials, and social media, and ensure it complies with SEED’s storytelling policy

 

GBV Training and capacity building (15%)

  • Develop, review and deliver, or organize trainings for SEED staff, staff from other organizations, and government agencies
  • Conduct capacity assessments on GBV 

 

Monitoring and Evaluation (5%)

  • Support in ensuring GBV policy and advocacy activities are properly monitored, documented, evaluated, and reported on
  • Support program M&E, including development of tools, to ensure that M&E systems provide adequate feedback on interventions
  • Make recommendations for program development and course correction
  • Contribute to quality reporting

 

Coordination and Organizational Representation (20%)

  • Chair existing coordination mechanisms that SEED is currently leading, including the Technology Facilitated GBV Task Force and GBV Working Group. 
  • Represent SEED in cluster and working group meetings, with KRG and with donors
  • Develop strategic partnerships, work closely with partners, and maintain effective working relationships with key stakeholders
  • Provide training for external audiences, as requested

Qualifications & Preferred Skills

 

  • Master’s Degree in social work, gender equality, psychology, law, international development, human rights, or another related field.
  • At least five years of international development and/or humanitarian experience in GBV programming.
  • At least three years of experience working in a senior technical or programmatic role.
  • Strong people and project management skills, including in supervising GBV services
  • Strong leadership skills.
  • Experience implementing donor-funded international development and/or humanitarian assistance programs.
  • Experience in Iraq and/or Kurdistan Region is a plus.
  • Strong belief in gender equality and human rights.
  • Good interpersonal, communication, time management and team-building skills.
  • High standard of spoken and written English, with Arabic and/or Kurdish a plus.
  • Ability to work in a stressful setting and adapt quickly to changing environments.
