CARE International in Jordan has a vacancy for the post of GBV Officer:

The purpose of the GBV Officer position under the Protection and Community Engagement Program is to effectively implement the assigned project component activities. (S)He oversees the proper implementation of the assigned component of the program, in collaboration with other team members of the project. (S)He also establishes and maintains good relations with partners such, as beneficiary communities, community leaders, community, and other organizations. In addition, (S)He is responsible for assessing, providing information on the implemented activities, and following up with beneficiaries alongside updating CARE’s existing data system with the required information.

Having Gender Equality and GBV experience, (S)He will support partners, local youth, and women Leadership councils to ensure that the training, services, and activities implemented by them are gender-responsive and reflect the needed concepts to prevent Gender-Based Violence.

Furthermore, the Officer will be responsible for the project outreach and community engagement activities done by partners, local youth, and women leadership councils, to ensure that all their activities are aligned to the project result framework, work plan and recorded, followed through, and reported appropriately.

The project officer works in CARE offices, on CARE’s partners’ premises and in the field as needed.

Duties and Responsibilities:

Planning, monitoring, and reporting:

*Follows and co-updates, the costed annual work plan for the project component for which (S)He is responsible, with support from the project manager.

*Reviews and revises this plan each month with the project manager.

*Monitors the implementation of the plan in line with donor and CARE requirements including proposing any necessary changes.

*Reports to the project manager on progress including contributing to donor reports.

*Ensures compliance with all donor requirements and regulations.

*Keeping necessary data records, beneficiary information and documentation.

*Identify and formulate outreach and Community Engagement findings, lessons learned and recommendations to be *integrated into management efforts, with a proper documentation of all the above. This includes registering assistance on beneficiary databases if applicable.

*Works as a team player providing relevant information assistance to colleagues and ensuring project components for which (S)He is responsible are interlinked.

*Maintains all relevant project documents in electronic and paper files (reports, contracts, agreements, correspondence, meeting notes, training materials and so on)

*Reviews the costed work plan

*Raises PRs

*Collects the supporting documentation to ensure the proper financial close of the activities

Monitoring and supervising partners’ staff:

*Supervise and monitor fieldwork and implementing team including setting work schedules and smooth coordination with partners, CBOs, and cooperatives.

*Ensures (with input from CARE’s line manager) that work procedures and if relevant standard operating procedures (SOPs) are in place, understood and being carried out.

*Monitors the work on the team through regular field reporting to ensure the team produces reports, and key project documentation (case notes and reports, meeting notes, project visit reports, activities reports, photos and so on).

*Ensures project components are recorded by the team e.g., beneficiaries recorded on the database if required.

*Provide implementing staff with the required technical and logistics support as required.

*Manage/coordinate ongoing relationships with private sector organizations at the local and national levels if needed.

*Working with CARE staff, ensure that there is due diligence work undertaken to assess partners and potential partners.

Project Implementation:

*Participate in the program review, design and implementation plan to identify the beneficiaries and their needs.

*Collaborate and provide advice and support to community project initiatives, activities, events, and service providers on issues relating to gender equity, GBV and proper civic engagement.

*Follow-up on training/online training/initiatives /meetings conducted to ensure implementation of agreed action plans and to be aligned with the project’s work plan.

*Assist in developing community initiatives that have a positive impact on the targeted community that men in the engaging men and boys’ (EMB) pilot group, Community Scoring Cards, Women Leadership Councils and Youth are going to implement. Also, to provide the needed monitoring, reporting and evaluation.

* Build the capacity of partners, youth and women leaders councils in technical areas related to Gender, GBV prevention, proper outreach, and initiative service delivery.

*Contribute and participate in effective documentation of all information related to project successes and best practices, videos, and most significant change stories on the project in the selected sectors.

*Guide and ensure the highest quality of project monitoring, evaluation, reporting and communications, in line

with CARE’s rules, regulations, and requirements.

*Provide support for organizing visits, meeting, events, training, and workshops.

Emergency Response / Staff Security:

*Take a lead role in facilitating timely, quality administrative support function delivery in the time of emergency response

*Guides and supports management on staff security concerns

*Ensure security operational guidelines are well established for the CO and field offices following CARE USA Security Guidelines, and all staff is aware (in coordination with the CD).

Ensuring community participation, promoting women’s empowerment, and applying CARE standards:

*Makes sure that project activities are performed in line with CARE standards including key humanitarian standards as set out in the SPHERE and IASC guidelines.

*Ensures that gender considerations are considered at all stages of the project cycle from design through implementation to evaluation.

*Ensures the participation of the community and partners in all stages of the project cycle.

Coordination, liaison and outreach with project partners and other interested organizations:

*Maintains contacts and effective communication with key partners involved in the project (project partners, other NGOs and agencies, and Government departments) including drafting correspondence and documentation for signature by the project manager and transmission to partners or donors.

*Ensures that summaries of meetings, seminars, or workshops attended are written, well documented and shared with others.

*Report on all meetings and develop ways to involve lessons learned or disseminate information to partners.

*Participates and if necessary, organizes coordination between different donors, agencies, and organizations to enhance the impact of CARE’s work through good coordination.

Perform any other duties as required by the project manager from time to time that is related to the sustainable development program implementation.

Qualifications and Requirements:

  • Bachelor’s degree in Economics, Community Development, Social Sciences, Business Administration or a combination of relevant Education and Experience.
  • Effective follow-up and planning skills.
  • Actual grassroots experience, working with communities and CSOs
  • Good knowledge of administration, HR and procurement policies and procedures. Understanding of civic engagement and gender issues
  • Project planning and budgeting and staff planning
  • Good communication (with colleagues and external partners)
  • Report writing skills in very good Arabic and English.
  • Familiarity/training in participatory extension approach.
  • Firm belief in teamwork, gender equality, conceptual understanding of the participatory approach and sustainable development.
  • Computer proficiency
  • Experience in dealing with local communities and partner CBOs.
