UNHCR, the UN Refugee Agency, is offering a consultancy with the GBV Unit at Headquarters in Geneva. The GBV unit sits within the Field Protection Service in the Division of International Protection and works with entities at HQ and across the wider organisation.

Organisational context

The GBV Unit is situated in the Field Protection Service of the Division for International Protection, headed by the Senior Adviser on GBV and covers a range of policy, technical and strategic support functions for the organization, working closely with counterparts across all Divisions and Regional Bureaux.

The position

The Office of the United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and co-ordinate international action to safeguard the rights and well-being of refugees and other persons of concern. Gender-based violence (GBV) is a serious human rights violation, major public health issue and is rooted in gender inequality and discrimination. GBV is under-reported but known to happen in all contexts. It is a reason for forced displacement and occurs in displacement settings. Diverse women and girls everywhere are disproportionately affected and are at heightened risk.

UNHCR is mandated to provide international protection to refugees and other persons of concern and works together with States and partners to ensure that forcibly displaced women and girls are protected from GBV. Following the launch of the UNHCR Policy on the Prevention of, Risk Mitigation, and Response to Gender-Based Violence (GBV Policy), UNHCR continues to strengthen the institutionalization of GBV programming and coordination across the organization.

This consultancy will support UNHCR to document identified promising practices related to GBV prevention and response programming as well as GBV risk mitigation across sectors. The consultant will document practices and case studies that are innovative, demonstrating best practice in the application of GBV standards and guidelines and that demonstrate positive impact on the lives of women and girls.

The consultancy will also support to create a user-friendly repository on the internal UNHCR Intranet site to facilitate ease of access. The documentation will follow the existing methodology used in UNHCR and will be engaging and user friendly for diverse audiences. The consultant will also lead in the organization of informal exchange sessions on documented practices, together with the contributors.

The incumbent will will work closely with a wide range of stakeholders, including the Regional Bureaux, other Divisions and entities and the Global Learning and Development Centre (GLDC).

Duties and responsibilities

• Review gaps in available practices and material.
• Document practices and case studies for learning purposes in accordance with the currently applied methodology
• Suggest improvements to the currently used methodology and process and update accordingly
• Collaborate with the Global Learning and Development Centre (GLDC) and the RBs on related learning exchanges and implement joint learning plans together with sectors, regions, operations as needed
• Facilitate learning and exchange opportunities across regions and with key contributors
• Prepare visibility materials based on the practices and case studies
• Design and update the internal platform to ensure all practices are hosted and disseminated in a user-friendly and engaging manner.
• Provide input to other documentation and GBV communications related work

Essential minimum qualifications and professional experience required

The ideal candidate will have:

Fields of Education

• A university degree in Law, International Law, Political Sciences, Social Sciences or related field with good knowledge of International Refugee and Human Rights Law.

Relevant Job Experience:

• 6 years of previous work experience relevant to the function of GBV in an international context with an undergraduate (equivalent of a BA/BS) or 5 years with a Graduate (equivalent of a Master’s) or 4 years with a Doctorate (equivalent of a PhD) degree.
• Operational field experience in GBV programming and coordination is critical.
• Demonstrable expertise in operationalizing core GBV guidance materials including the GBV Minimum Standards and the IASC GBV Guidelines with a wide range of stakeholders.
• Experience in applying the survivor-centered approach and GBV Guiding Principles.
• Demonstrated knowledge in gender equality and the empowerment of diverse women and girls and intersectional GBV programming.
• Experience in the provision of technical support across sectors to mainstream context- appropriate GBV risk mitigation interventions.
• Demonstrated understanding of safe and ethical data collection and analysis.
• Knowledge and experience of participatory approaches.

Functional Skills and Key Competencies

• Knowledge of refugee protection and interagency coordination processes.
• Knowledge of UNHCR operations in different contexts, policies and procedures is desirable. Experience working in emergency settings is an asset.
• Experience in applying an intersectional approach to GBV programming.
• Experience of working directly with persons of concern (PoC), in particular women, girls and other groups at-risk.
• Experience in GBV capacity development and training, including designing and facilitating engaging learning exchanges.
• Have strong interpersonal, coordination and communication skills in a multi-cultural setting.
• Strong organizational and planning skills with excellent attention to detail.
• Have excellent time management, and workload prioritization experience with the ability to work independently and with multiple stakeholders in a fast-paced context.
• Have sound analytical and excellent drafting skills.
• Have good experience using the Microsoft Office suite (Outlook, Word, Excel, and PowerPoint) and relevant learning platforms.
• Be a flexible, team-player with a genuine desire to learn and develop.
• Have excellent written and spoken English. French, Arabic, Spanish is desirable.

Location

The successful candidate will be home based.

Conditions

The consultancy will start from as soon as possible and for a duration of nine months. It is a full-time role Monday to Friday (40 hours per week).
