The USAID-funded Government Integrity Project (GIP) project in El Salvador, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Fundraising Management Consultant. This position will be remote (i.e., located in the expert’s home office.

Position Description/Summary:

The Consultant will provide technical assistance to the Salvadoran members of the Centro contra la Corrupcion y la Impunidad en el Norte de Centroamerica (CCINOC) to strengthen CCINOC’s fundraising capacities and to assist them in developing CCINOC’s fundraising strategy. CCINOC is a partnership of civil society organizations launched in 2021 that promotes reforms aimed at eliminating impunity and reducing corruption in Guatemala, Honduras, and El Salvador. Its work includes observation, research, information, education and outreach activities. As the CCINOC’s range and complexity of activities have increased, they now require steady streams of funding to continue to implement these actions indepently. As a result of this technical assistance GIP expects that that CCINO will have a comprehensive fundraising strategy and a funding source map with possible funding providers for strategic actions and profiles of funders (aid agencies, foundations and other organizations). GIP has been supporting the Salvadoran CCINOC members since 2017, and they have requested that the project support the formulation of this long-term fundraising strategy. This short-term contract is expected to last eight weeks and will be done remotely.

Responsibilities:

* Preparation of a work plan for implementation of the activity. This must include the tools the consultant will use to gather information and data

* Holding discussions with CCINOC members about their proposed priority actions

* Mapping and profiling of potential funding sources. This funding map must include funding sources, the priority activities they support, their requirements for requesting and accessing their funds, requirements for proposals or applications, key contacts and deadlines, among other elements.

*Development of a fundraising strategy that includes comments from CCINOC members and recommendations of tools to operationalize it. The fundraising strategy must be formulated according to CCINOC priorities and should be matched to the map of funding sources. Each CCINOC priority action must be detailed in the strategy along with its monetary cost, expected fundraising goals, proposal for achieving these goals, suggested responsible parties and performance indicators. In addition, the strategy will contain recommendations on relevant operationalization tools and procedures. If the consultant proposes to include in the strategy alternative funding sources other than cash or in-kind transfers from donors, the strategy must describe in detail how CCINOC can access them.

* Develop a final report for the consultancy

Qualifications:

*Degree in social sciences or related field

* At least five years working as a fundraiser particularly with US and European funding sources

* Experience in developing fundraising plans and strategies for civil society organization

* Fluent Proficiency in Spanish is required
