Scope of Work:

The Fundraising, Grants and Reporting Manager will be primarily responsible for the management of institutional donor funding (including UN Pooled Funds, ECHO, EU Trust funds, US Government, and other relevant foundations and government donors) in Jordan and Syria (potentially Lebanon), and the capacity building of key staff in the country programs.

Based in Amman the LWF-WS Fundraising, The Fund Raising, Grants and Reporting manager, shall report to the LWF-WS Country Representative /or the Program Coordinator, and technically coordinate with the LWF World Service Global Funding Coordinator in Geneva (Global funding team). He/she will be based in the LWF Jordan office in Amman.

Responsibilities:

Proposal Development (40%):

· To identify specific funding opportunities (Institutional donors including, US, UN, EU and other Government funding) through necessary mapping and research in the 2 country programs/emergency operations and then provide proposal development support according to agreed priorities (preparedness and readiness to respond).

· To lead and/or coordinate the timely submission/response to calls including writing high quality concept notes and proposals.

· To assist remotely as well as provide in-country support for the proposal development and writing process (including log frames, work plans, budgets and monitoring templates).

· To conduct the necessary research to support the technical content of concept notes and proposals (including liaison with relevant technical staff in the country).

· To maintain proper records and electronic filing systems of all drafts and final submissions and approved proposals.

· To ensure that all rules and regulations required by the donor are adhered to and included in the proposal. This can include donor liaison when in the country.

· To finalize, package and submit proposals in collaboration with the GFT in Geneva according to donor specifications and deadlines and LWF quality standards.

Monitoring and Evaluation (10%)

· Work closely with the M&E focal points in the country and the M&E Advisor in Geneve to develop and maintain program monitoring and evaluation tracking tools to ensure all project indicators report a clear linkage of activity outputs to intended outcomes and that the progress of change is clearly tracked.

· To carry out regular and continuous site visits to track project progress, measure performance, and ensure accountability to the targeted communities as well as compliance with donor rules and regulations.

Capacity Building (10%):

· Provide training support and build the capacity of the implementing project officers in the country programs. This will include internal workshops as well as identifying external training opportunities (e.g. in situ and online).

· Liaise with the GFT in Geneva to develop and conduct training modules with key staff in-country programs (eg. ECHO, EuropeAid, USG etc).

Grants Management (25%)

· Manage assigned grants’ proposal development, monitoring, timely reporting and closeout of grants.

· Ensure that the approved grants are in compliance with donor requirements.

· Maintain the relations with respective donors in-country.

· Identify sources of co-funding for new funding opportunities (including timely discussions with potential co-funding agencies).

Communication and partnership management (10%)

– The Fundraising, Grants & Reporting Manager will manage the communication personnel at the LWF country program

– To support the communication personnel to develop a communication strategy and plan for the country program

– Support in responding to donors’ requirements in terms of communication and visibility needs

– Support the partnership personnel in developing the local partnership strategy and align it with the LWF globally and donor interest.

Other (5%):

· To carry out any other tasks as needed and requested by the Country Representative and/or LWF-WS Global Funding Coordinator (e.g. screening reports, monitoring visits, training workshops, exchange visits).

· To participate in exchange visits to LWF Country Programs in the region/country with a focus on peer exchange of experience in capacity building, grants management, and successful project implementation. ( if needed)

Professional Standards:

  • The LWF and LWF workers must adhere to the values and principles outlined in the code of Conduct.

Requirements:

Essential:

· Minimum 3-5 years of relevant working experience

· Bachelor or master’s degree in humanitarian or development work, and/or other related social science.

· Several years of professional experience in international humanitarian and development programs. Experience in project planning and donor networking. Work experience with institutional donors including ECHO, EU, US Government is required.

· Solid experience in writing proposals and concept notes, and ability to respond to donors’ requirements

· Cultural sensitivity and adaptability. A high degree of integrity and professional responsibility.

· Working experience in the Middle East is an asset

· Flexibility, patience, and ability to work under pressure in challenging contextual circumstances and working with very tight deadlines.

· Ability to work independently and at times with little supervision.

· Ability to travel in the region at short notice (if needed)

· Strong organizational, interpersonal, verbal, and written communication.

Skills:

  • Translate project and core income need to good quality grant fundraising applications.
  • Undertake effective prospect research and funder stewardship to increase the potential of grant fundraising applications.
  • Excellent written and verbal communication skills to engage supporters and encourage donations.
  • Ability to use data to recognize and implement improvements that lead to increased income.
  • Skills to contribute to the implementation of a significant growth strategy
  • Experience working with Donors, NGOs and local partners.
  • Strong computer literacy.
  • Fluency in written and spoken English.
  • The Arabic language is desirable.
