Background:

Under the umbrella of DKH’s Capacity Building Initiative Asia (CBIA) Program that aims at enhancing the capacities of DKH partners in the region, an emerging need to support the partners in training, mentoring, and coaching has risen. Complying with the Core Humanitarian Standards and its indicators, alongside the commitments listed in the Charter for Change, strengthening partners’ capacities, and forming a stronger partnership spirit in the humanitarian assistance field is of crucial value. This assignment will directly contribute to building the capacities of DKH Asia partner’s staff, by equipping them with the technical and practical knowledge to grow the organization and programs which should ultimately improve the delivery of services to the most vulnerable people in their respective countries.

Position Summary:

DKH’s Regional Office West and Central Asia is seeking to hire an Adviser/Consultant to develop, refine, and guide fundraising activities for one of its partners in Turkey. The assignment includes, but not limited to, providing technical support to enhance the partner organization’s overall capacities in fundraising and grant acquisition. The consultancy focuses on building the foundation for effective and efficient organizational growth schemes. This also includes a full understanding of the contextual factors which affect the overall flow of work in the designated locations.

The assignment will be conducted in Istanbul and via online communication platforms.

The Adviser/Consultant’s tasks will be:

  1. Conduct a focused desk review summarizing the key elements of success and gaps in the partner organization’s existing tools and methodologies for fundraising
  2. Develop a customized capacity strengthening/improvement plan in the fundraising scope of the partner organization.
  3. Design a plan to improve partner’s capacity to access new funds and diversify their funding sources
  4. Develop a SMART short-term implementation plan for grant acquisition.
  5. Execute the SMART implementation plan against agreed pre-set objective.
  6. Perform donor mapping exercises and create networks to initiate connections with potential donors.
  7. Participate in cluster meetings, working groups, technical working groups and relevant events

Responsibilities and Duties:

  1. Desk Review: conduct a comprehensive mapping of the existing and/or previous Fundraising activities and/or documents. Evaluate, analyze and conclude areas for improvements, and submit a set of recommendations to improve the quality of the Partner’s Fundraising capacities. A summary of this is required in the form of a “Desk Review Report”.
  2. Development of a 12-month fundraising plan: driven by the areas for improvement that are identified in the previous task, the consultant is requested to lead on developing a SMART action plan to be executed within a 12-month period
  3. Lead the implementation of 12-month fundraising plan: upon the completion of the previous task, the consultant is expected to lead the implementation of fundraising plan by conducting donor mapping, identifying key stakeholders that are relevant to the partner organization’s work, and initiate contact with key donors through active participation in info sessions and coordination meetings, etc.
  4. Organize introductory meetings with potential donors: together with the Partner Organization staff, the consultant shall organize meetings for the purpose of introducing the partner organization’s capacities in the humanitarian response field.
  5. Capturing knowledge and learnings: the consultant will draw an outline for the partner organization’s learning curve by documenting lessons learnt and recommendations to grow the donor base beyond the 12-month implementation plan.
  6. Participate in writing winning proposals: the consultant is expected to coach and oversee proposal writing for a minimum of one winning proposal throughout the implementation phase.
  7. Reporting: each phase of the consultancy will be reported against by the consultant according to a pre-set schedule to be agreed on by all stakeholders (DKH, Partner Organization, and Consultant). A final Consultancy Report shall also be submitted at the end of the consultancy.

Coordination Scheme:

The DKH Country Program Coordinator, DKH Capacity Building Coordinator, Partner’s Contact Person, and Adviser/Consultant shall remain in full harmony keeping each other on-board with the progress of the mission and the planned activities.

The consultancy is based on the Level of Effort of the consultant with a maximum of 60 days for 12 months. LoE shall be presented via signed timesheet on monthly basis. The consultancy does not represent a full-time job nor is it considered an employment with DKH West and Central Asia Regional Office.

Scheduling:

DKH expects to commence the mission as of March/April 2022 and for 12 months ahead.

Language:

Due to a potential language barrier, a translator may/will be externally hired to simultaneously translate meetings and conferences, when needed.

All implementation plans are to be written in English.

All reports are to be submitted to DKH in English.

Timeline:

12 months as of signing the consultancy agreement.

Deliverables:

  1. Desk Review Report:

    In close coordination with the partner’s focal point and DKH Country Program coordinator, perform a diagnostic desk review to identify strengths and areas for improvement in the existing fundraising capacities of the partner organization.

    Report on recommendations that are contextualized to the Partner’s mandate and needs of the communities and ways of working.

  2. Donor Mapping Report:

    Conduct a thorough study of the potential donors in Turkey in compliance with the partner organization’s mandate and thematic focus.

    Produce a summary of potential donors to form a database for grants acquisition

    Produce a database for all potential Calls for Proposal in the coming 12 months.

    Initiate contact with at least 3 potential donors

  3. Fundraising Action Plan:

    Produce a Specific, Measurable, Achievable, Relevant (SMART) implementation plan serving fundraising activities for the partner organization. Short-term targets for grant acquisition must be met throughout the lifetime of the consultancy.

  4. Implementation Phase:

    Initiate contact with potential donors and explore further collaboration opportunities.

    Organize introductory meetings with potential donors (targets to be set after contracting).

    Perform necessary preparations for introductory meetings with potential donors. Including fact sheets and relevant visibility material, where applicable.

    Produce meeting minutes after each meeting.

    Organize follow up meetings with potential donors including the relevant Partner’s staff.

    Ensure all relevant stakeholders are informed and updated with all relevant developments.

    Organize and attend the program design/ proposal kick off meetings along with relevant Partner staff.

    Coordinate and lead in writing winning proposals/Concept notes with new donors/Partners. (The objectives will be decided after signing the consultancy agreement)

  5. Reporting:

    Submit monthly progress reports to DKH’s Country Program Coordinator and Partner’s designated staff.

    Submit the consultancy’s full narrative report on all of the activities described in this ToR letter

    Obtain acceptance by writing from DKH on the completion of the consultancy.

The final report must include:

  • Executive summary.
  • Introduction.
  • Main activities conducted in line with the set deliverables.
  • Description of challenges faced during the consultancy mission.
  • Annexed Desk Review report and recommendations.
  • Annexed database of potential donors and their contact details.
  • Annexed Meeting Minutes of all the meetings, conferences, and seminars attended throughout the consultancy duration.
  • Photographs, where applicable.

The proposal must include:

  • Consultant’s motivational letter
  • Consultant’s updated CV – including a short summary of relevant competences and previous relevant experiences.
  • Technical Proposal including technical methodology (must not exceed 5 pages)
  • Proposed daily rate inclusive of 10% service tax and 1% solidarity tax due to Jordanian Tax authorities.
  • Work plan against proposed timeline.
  • List of 3 professional references.

Required Competencies:

  • Proven experience in a senior management position within the Humanitarian assistance sector.
  • Proven experience in Program Development, Fundraising, Communications, and Visibility.
  • Track record in fundraising and securing funding with a diverse pool of donors.
  • Experience working for a donor will be positively valued.
  • Previous experience working in Levant region.
  • Ability to travel across different governorates inside Turkey.
  • Understanding of the donor landscape in the levant region is highly desirable.
  • Fluency in English.

Budget proposal

Proposed budget should indicate the daily rate for a maximum of 60 days of effort, distributed according to the deliverables mentioned above. Logistical arrangements for the mission must not be included in the budget proposal, as they will be reimbursed separately. The daily rate must also include the service tax of (10% + 1%) in compliance to the Jordanian Sales and Income Tax laws. Payment of the contract will be released in EUR or in the local currency via bank transfer within 7 business days of complete submission of each deliverable.
