NCA

NCA for several years has seconded staff to the Field Support Team, that is presently managed by Action Contre La Faime (ACF) and UNICEF. NCA is one of the Consortium members and part of the FST Steering Committee. The seconded person is assigned tasks by the FST management, but is employed by NCA and regularly followed up by a staff in NCAs Humanitarian Division. The position is homebased.
Start date for the present vacancy is as soon as possible, contract length 6-8 months with possibilities for extension. Each deployment is generally between 3 to 12 weeks.

Duties and responsibilities

General:

  • Direct field deployments to establish basic systems at the onset of an emergency, and critical gap filling in ongoing crises and capacity building activities. (60% of time)
  • Remote technical support to national platforms in conjunction with other FST members (20%)
  • Contribute to relevant work of NCA (20%)

Specific:A – During deployments period (Global WASH Cluster):**

  • Support service delivery of the National WASH Coordination Platform in line with overall strategic priorities. Develop mechanisms to eliminate duplications.
  • Needs assessments: Prepare needs assessments and analysis of gaps, using information management tools. Identify and suggest solutions.
  • Monitoring and reporting: Monitor and report on activities and needs. Measure performance against the cluster strategy, recommending corrective action where necessary.
  • Planning and strategy development: Support the development of sectoral plans, objectives and indicators in line with the response’s strategic priorities.
  • Build national capacity in preparedness and contingency planning: Hazard Identification, Risk Assessment and Risk Monitoring, Minimum Preparedness Actions (MPA), Contingency Planning and Advanced Preparedness Actions.
  • Advocacy: Identify concerns for advocacy, undertake advocacy on behalf of the cluster, cluster members, and affected people.**B – During non-deployment periods – remote support**
    IM support to the Global WASH Cluster and remote IM support to countries.

C – Support to the Hosting Agency (NCA)
Support NCA according to agreed tasks by NCA/WASH team or other.

Qualifications

  • Ideally five to seven years’ field management experience in WASH emergency humanitarian contexts.
  • Strong experience in developing and implementing Information Management Tools and systems.
  • Advanced digital skills, including common database software (Excel, Access, SQL) as well as GIS. Experience with visualization software such as Tableau or Microsoft BI is an advantage.
  • A good understanding of the humanitarian policy environment, including current knowledge of the latest WASH policies, research, international standards and developments in the field.
  • Experience in liaison and network building with a broad range of stakeholders, like international donors, UN agencies, national authorities, national/local partner agencies and emergency affected communities.
  • Relevant Master degree (social sciences, institutional development, water or sanitation engineering or related field), or relevant combination of qualifications and experience.
  • Fluently spoken and written English. Good command of French is desirable.
