Purpose of the position

The Food Security & Livelihoods (FSL) Project Manager is responsible for the overall leadership and integral management responsibility for the implementation of the Dorcas Ukraine FSL project in Transcarpathia.

Main responsibilities and tasks will consist of the following:

Project Planning, Management and Implementation

  • Provide leadership for all FSL project team members to ensure the effective delivery of all objectives internally and externally;
  • Ensure through the Project Officers high quality and timely delivery of all project activities through regular monitoring;
  • Ensure through the Project Officers that project expenditure is in line with budget and disallowable expenditure is minimized through regular monitoring;
  • Build competence in project team to ensure all Project Officers are accountable for their individual project results, tasks and budgets;
  • Oversee the implementation and monitoring of the project through the Project Officers of the project and ensuring full compliance to donor policies;
  • Responsible for timely and high standard internal and external reporting of all project affairs;
  • Assist the Area Manager West by contributing to the development of project plans and budgets for the area, with regular reviews based on the context, needs and learning requirements;

Portfolio development

  • Assist the Area Manager West by contributing to FSL program ideas and needs analysis for grant proposals;
  • Assist the Area Manager West to contribute to the design of winning proposals related to FSL and to a growing FSL portfolio in Transcarpathia.

Partnership and external representation

  • Responsible for the quality of existing collaboration with local stakeholders in close cooperation with the Area Manager West;
  • Responsible for participation in the UN-based clusters related to Food Security and Livelihoods, as relevant to Dorcas in West Ukraine.

Profile

Identity

  • The candidate is expected to fully support Dorcas’ vision and mission.

Knowledge & Experience

  • University degree or higher professional education in agriculture, economics, business, or other relevant field;
  • Five years field experience in a similar position, preferably in a conflict/post-conflict setting;
  • Leadership and management experience;
  • Highly skilled in Project Cycle Management;
  • Strong command in English, and fluent in Ukrainian or Russian.
