Equal Access International (EAI) – a non-governmental organization (NGO) headquartered in Washington, D.C. – partners with communities around the world to co- create sustainable solutions utilizing community engagement and participatory media and technology. With funding from bi-laterals, multi-laterals, foundations, and individual donors, EAI has a 20-year track record implementing social change projects around the world and currently operates through 12 country programs across Asia and East and West Africa.

POSITION OVERVIEW

The Program Officer is responsible for supporting projects in EAI’s governance, peacebuilding, and CVE programming, primarily in Africa. The Program Officer will support management and operations of field programs in Africa or other locations depending on need. The Program Officer provides program management, technical, financial and business development support to country programs through a wide range of headquarters-based tasks and in-country visits. The position reports to the Programs Manager and works with program, finance and administrative staff as well as field-based Country Directors, facilitating communications and requests between headquarters and field offices in program countries.

RESPONSIBILITIES

  • Supports and provides responsive communication to field teams covering programmatic, technical, contractual, compliance, personnel, financial and administrative matters.
  • Tracks financial/budget including accruals and projections.
  • Organizes field-HQ communications which include participating in and documenting meetings and updating tracking tools. Ensures all activities are conducted in accordance with EAI policies and client rules and regulations.
  • Supports contract-related procurement, subcontracting, expenditure and budget monitoring, long-term and short-term personnel, travel, report editing and policies.
  • May serve as primary contact for short-term consultants on administrative items. Ensures inquiries and needs are promptly addressed to continue a positive relationship between consultants and EAI.
  • Participates on proposals by providing research, writing, budgeting, recruitment, coordination and administrative support.
  • Performs other duties and responsibilities as assigned by supervisor.

QUALIFICATIONS

  • 2-3 years of relevant work experience, with demonstrated ability to handle progressive levels of responsibility.
  • Strong understanding of West Africa.
  • Proven experience in project management, experience managing USAID-funded projects a plus.
  • Fluency in French and English.
  • Knowledge of US government-funded programs and the respective applicable contract regulations.

WORK ENVIRONMENT

This hybrid position is based at EAI’s Washington, DC office with up to 25% travel, sometimes in demanding physical and/or security situations. This job operates in an office setting in an open plan environment and may require sitting for long periods of time. The open plan environment consists of larger open spaces with less walls, offices, or rooms. There can be periods of activity and talking amongst other employees that can be seen or heard more frequently in an open plan environment.

This role has travel internationally via air travel. Flights are a minimum of 8 hours long or go longer depending on the field location. There will be additional time in transit to and require additional modes of transportation to areas that are remote and difficult to get to. The availability of adequate medical resources available is limited in these areas.

COMMENTS

The target salary range for the Program Officer position is $55,000 – $65,000. Candidates must be legally eligible to work in the U.S. EAI does not provide sponsorship. To comply with tax and legal obligations, all candidates for DC-based positions must reside in Maryland, DC, or Virginia. While there may be flexibility for remote/hybrid work environments, candidates must be residents of MD, DC or VA or relocate prior to the start of employment at EAI.
