Duration: 12-months CDD subject to 1 -month probationary period

Line manager: Programmes and Business Operations Manager

Department: Freedom of Expression Programme

Term & LOE: Full-time; 100%

Salary range: Band A1 – A3 (EUR 30,467 – EUR 31,851)

About the role

The post holder will play a key role working across various functions of the Freedom of Expression Business Unit. The position will assist the Programme Officers in the administrative management of projects including (but not limited to) sub-grant administration, compliance with internal and donor policies and procedures, filing and general administration. The post holder will be expected to engage in tasks as required to ensure the achievement of departmental targets. The post holder will have the right to work in France/UK.

Roles and Responsibilities

  • Support to Programme Officers in processing financial reports from partners and posting these to the accounting software.
  • Set-up sub-grants on the internal accounting system.
  • Set-up and review of procurement documents following internal policies and procedures.
  • Vetting of sub-grantees and suppliers.
  • Assessment of sub-grantees due diligence questionnaires.
  • Set-up and maintain tools to track reporting and payments.
  • Record keeping of all programme finance and administration documents.
  • Other work as directed.

Person Specification

Essential

  • Technical post high school certificate in Admin or Finance or any other related subject
  • At least 2 years of Financial and/or Administrative experience gained in a demanding and fast-paced environment.
  • Excellent English written and spoken skills
  • Good organisational skills, the ability to prioritise and to meet deadlines
  • Accuracy and attention to detail
  • High degree of proficiency in Microsoft applications
  • Good interpersonal skills including a good telephone manner
  • The ability to be flexible and adaptable, working as part of a small team
  • Ability to support non-finance staff in financial responsibilities
  • Self-motivated, strong initiative and problem-solving skills.
  • Office management and coordination skills, including the demonstrable ability to work successfully with external stakeholders and vendors.

Desirable

  • French language proficiency
  • Other regional language proficiency i.e. Russian, Arabic, Turkish, Farsi
  • International NGO working experience
  • An interest in media & journalism, international relations and geopolitics
