Description of Organization: The Bureau for Management provides centralized program and management support services for the Agency. The Bureau for Management administers a program of centralized support for Agency operations worldwide that include accounting and finance; the Agency’s operating expense budget; management policy, control, and audit coordination; administrative services; procurement policy and operations; information resources management; and overseas support. M/OAA creates award packages that attract effective development partners and achieve value for money through well-designed and administered acquisition and assistance (A&A) awards. In short, our goal is to ensure that USAID is able to achieve its mission through grants, contracts, and cooperative agreements.

Duties and Responsibilities: The position serves as an agency expert on regulations and policy governing the award and management of Personal Services Contracts (PSCs) for Agency workforce supporting Ukraine operations and programs, including the Federal Acquisition Regulations (FAR), USAID Acquisition Regulation (AIDAR), and USAID’s Automated Directives System (ADS), including any exceptions or deviations approved to meet Agency objectives concerning its Ukraine workforce or programs. The incumbent is responsible for providing expert research, analysis, and interpretation for the entire spectrum of the contracting processes, benefits, and award terms related to PSCs, and for preparing and conducting briefings on PSC matters in support of Ukraine programs.

Additional Duties:

  • Drafting Agency policies and mandatory references, A&A Policy Directives (AAPDs), and Procurement Executive Bulletins (PEBs) for PSCs, as well as exceptions and deviations as required to meet Agency needs for its Ukraine program and workforce;
  • Providing advice and assistance to USAID contracting officers supporting Ukraine concerning the applicability and interpretation of FAR, AIDAR and Agency policies relating to PSCs;
  • Drafting class deviations for PSC policy changes and shepherd class deviation proposals through the Agency approval process; and
  • Coordinating the discussion and resolution of PSC personnel and contract policy matters concerning Ukraine with senior representatives of the Mission, the Bureau for Europe and Eurasia (E&E), the Office of Human Capital and Talent Management (HCTM), the Bureau for Management, the Office of the General Counsel (GC), and other Agency stakeholders.

Minimum Qualifications:

  • Must be a U.S. citizen;
  • Must have one year of specialized experience in A&A equivalent to the next lower grade level of this position, FS-03 or GS13. Examples of specialized experience include: (a) managing procurement planning activities, such as appropriate milestone charts and liaison with customer requiring activities; (b) conducting competitive solicitations and making contractor selections or award recommendations; (c) executing and administering contracts from start through completion; (d) creating, contributing to or interpreting operational policy or guidance;
  • Must have at least four years’ experience in contracting or related positions and a bachelor’s degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; and
  • Must be eligible to obtain and maintain a Secret security clearance.
