GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Job purpose:

Under the supervision of Food Security CVA & Basic Needs Manager, The Food Security CVA & Basic Needs Deputy Manager is responsible for supporting the Programme Manager in the management of GOAL’s CVA & Basic Needs assistance programmes in NW Syria. The Food Security CVA & Basic Needs DPM will be responsible for the day-to-day programmes implementation, direct staff management and for ensuring that the programme effectively and efficiently achieves its objectives in accordance with GOAL’s guidelines and principles for a specific geographic area.

Duties, objectives and competencies

  • Develop detailed activity plans in line with the Food Security CVA & Basic Needs programme’s objectives, ensuring that those activity plans are implemented.
  • Managing all elements of the assigned projects to meet the key program targets.
  • Monitor the Distribution programme’s performance in terms of outputs against activity plans and take all necessary action.
  • Manage to ensure the Food Security CVA & Basic Needs Programme achieve its objectives within the allotted time and budget through the direct management of the programme teams.
  • Conduct field visits to programme locations to directly monitor Food Security CVA & Basic Needs programme activities.
  • Ensure that beneficiaries, local authorities, and local staff are represented in programme planning and evaluation.
  • Coordination with the Food Security CVA & Basic Needs Manager on the Programmes needs related to support from Logistics, accountability, Finance and HR.
  • Work closely with the Markets Team to ensure sharing information and keeping markets and shopkeepers under supervision.
  • Coordinate with Finance Team to ensure contracted Hawalas/Money Traders are receiving all needed information on time and needed materials regarding cash distributions.
  • Work closely with Food Security CVA & Basic Needs team to ensure Shopkeeper’s and money traders’ payments are taking place on time and submitted documents are well checked and reviewed. Other related tasks at the request of his line manager.
  • Direct management of the Food Security CVA & Basic Needs Programme Teams, including ensuring that all staff have clearly defined job descriptions and understand their responsibilities.
  • Provide Food Security CVA & Basic Needs staff with needed support, training and direction.
  • Ensure appropriate HR planning, training and resource allocation as required for the successful implementation of programme objectives through daily, weekly and monthly plans.
  • Improve the quality of services provided through support supervision of key staff, analysis and dissemination of M&E data and lessons learnt, and review of GOAL and other best practice guidelines.
  • With Programme Manager, ensure that programme SOPs are up-to-date and context appropriate.
  • Ensure that policies and guidelines as laid down GOAL manual and policies are always adhered to by the prorgamme teams.
  • Coordinate with the access team to ensure the safety of the staff, safe implementation of the activities as well as identify the distributions points.
  • Ensure adherence to GOAL’s Code of Conduct and Child Protection Policy and standards of integrity, as well as uphold GOAL’s whistleblowing mechanisms.
  • Ensure compliance against all donor requirements, including timely quality reporting, as applicable to the project.
  • Act in a liaison role when requested by the Program Manager, linking with relevant relief committees, attending community meetings as appropriate.
  • Any other task requested by line manager.

Requirements

  • Bachelor’s degree from a recognized University.
  • At least 3 years previous work experience with NGOs.
  • At least 2 years in administrative positions relevant to cash, voucher programmes.
  • Intermediate level in English command (verbal and written)
  • Demonstrated skills in information management and report writing.
  • Demonstrated capability to capacity build and motivate team members.
  • knowledge of MS Office applications.
  • Knowledge of GOAL’s target areas in Idleb governorates
  • Calm, analytical and have great diplomatic and communication skills.
  • Hard-working, proactive and able to prioritise to manage a demanding workload.
  • Commitment to beneficiary accountability and humanitarian principles.
  • Ability to work for long hours and heavy workload.
  • Ability to travel based on the requirements.
