ROLE PURPOSE:
Under the supervision of the Food Security and Livelihood Project Manager (FSL PM), the Food Security and Livelihood (FSL) Officer is responsible for the daily technical planning, implementation, supervision, monitoring, and reporting of food security activities, and for ensuring proper coordination with stake holders. The position is roving between Duhok field office and Semel centre, and requires fieldwork with movement inside the Duhok governorate, especially in Semel district.

Role Dimensions: Travel within Duhok province

KEY AREAS OF ACCOUNTABILITY:

Technical planning, supervision and monitoring of the field activities
* To actively engage in the beneficiary selection process under the guidance of the FSL Project Manager.
* Provide overall technical expertise and management of all agricultural-related activities.
* Provide relevant technical guidance and collaborate with the project Pre-Design team to design and deliver the participatory community assessments and co-create the project.
* Engaging and building strong relationships with community members, analyzing data collected to identify agricultural-related gaps, designing priority action plans and training modules on improved agricultural techniques, mechanizations, inputs, etc. in partnership with the community.
* Develop a clear and adaptive training work plan based on the seasonal calendar, fbeneficiary availability, project deadlines and targets, etc.
* To provide support to the FSL Project Manager in the design of the trainings to be provided to food security program participants.
* To conduct food security activities in the field under the guidance of the Line Manager (input distribution, trainings, set up, monitoring, reporting, etc.).
* Document field achievements, innovations, failures, and lessons learned to integrate into project activities and inform project strategy.
* To conduct household visits, focus group discussions and key informant interviews upon the request of the FSL Project Manager.
* Monitor the conformity of the field works (trainings, field visits, meeting, etc…) with the standards requirements of save the children, and as per the agreed activity planned, BoQs and contracts.
* To support the FSL Project Manager in the technical evaluation of the agricultural material.
* Ensure the timely implementation of field works as per the predefined schedule.
* Inform and document the anomalies and the challenges carried out during the implementation phase of the program.
* Staff capacity building: Oversee capacity building of the project team.

Stakeholder coordination
* Field coordination with the local stakeholders on best implementation including participants, local farmers and communities benefitted by the project activities.
* Coordinate with local authorities and ensuring continuous communication with beneficiaries, agriculture department and communities’ representatives regarding the implementation of works and in order to ensure a flawless progress of activities.
* Support in building relationships between save the children (SCI), district authorities, agriculture department and communities.

Data collection and reporting
* Regular field visit, monitor, document and report work progress to to the FSL Project Manager on daily and weekly basis.
* Report possible problem or conflict with possible solutions during the activities.
* Report the use of materials and possible improvement.

Administrative tasks in relevant to project activities
* Logistical planning of distributions and other field activities (procurement, transport, cash advance etc.);
* Provide the FSL PM and monitoring team with relevant information for project reports and surveys;
* Compile data collected from assessment and surveys with close coordination of the MEAL department for reporting purposes;
* Assisting the Project Manager in the hiring and training of subsequent project staff
* Support research and study activities as assigned by the FSL PM;
* Arrange all necessary logistics for activities of projects including workshops and trainings;

QUALIFICATIONS
Bachelor degree in agriculture, agronomy, food security, humanitarian action or any related field. (master degree is an advantage)

EXPERIENCE AND SKILLS
Essential
* Minimum two (2) years of experience in a relevant position and experiences within (I) NGOs under food security and livelihood programming.
* Knowledge in Food Security and livelihood, vegetable gardening, and skills development.
* One-year experience working in agriculture sector (under Food Security) is an asset.
* Strong working knowledge (spoken, written and reading) of English, Arabic and Kurdish.
* Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure.
* Willingness to travel to field offices and work in difficult environments according to travel requirements.
* Good people management skills/experience and proven ability to create an environment which encourages team working and motivates a team across various geographical areas.
* Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children.
* Commitment to and understanding of Save the Children’s aims, values and principles.
* Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy.
* Good skills using MS Word, Excel, Outlook and smartphones.
