Consultant to conduct a Focus Group Evaluation of written and animated content in Iraq (Arabic speaking)

Scope: Design, implement, and analyze focus groups results in Mosul & Kirkuk

Timeline of contract: April 15th-30th 2022 (during Ramadan)

Background: Through collaboration with exclusively female journalists, MiCT unearthed stories of women and children living with perceived affiliation to daesh and leveraged these stories to better inform the political agenda, publicize available political solutions, and address enduring social stigma. The transformation of journalistic output into fictionalized radio and video formats aimed to open dialogue while simultaneously protecting the identity of the affected and coalescing impacting stories into a single narrative. In order to alter the prospects for hundreds of thousands with perceived affiliation, public discourse surrounding IDPs and reintegration needs to focus on circumstances, solutions, and peace. To achieve this, the project created both journalistic and non-journalistic content that adheres to principles of ethical journalism and media for social cohesion. MiCT, developed concepts for a series of video that have been published in both video (social media) and audio (radio) formats. This consultancy will review those outputs.

Deliverables: Monitoring of the project content as described above. As the work described in the project consists of engaging the target population to support broader public understanding of their social precarity, innovation within the project in terms of improving and optimizing content is embedded through focus groups across the entire project period.

  • Organize 4 groups (2 in each city of Mosul & Kirkuk) by gender

  • Review documents and submit outline with detailed methodology, design and approach

  • Develop work schedule

  • Design (with support of MiCT based on previous focus group) the in-person sessions in each city

  • Create a final report with all findings and analysis (in English)

Budget

All costs related to the end-line evaluation are pre-planned and must be submitted to MiCT by the consultant. Payment will be issued in instalments and final payment to the consultant will be made after the final evaluation report has been approved by MiCT.

Consultancy Requirements:

  • A senior expert in conducting and facilitating evaluations on large and complex programs, holding a minimum of a Masters’ degree in Social Science, Development study, Economics, Statistics, or a related subject and practical knowledge in conducting end-line evaluations.

  • Qualitative research experience – competent in qualitative research design, interview guide development, undertaking interviews / Focus group discussion. This includes expertise in qualitative analysis, integration of qualitative and quantitative in design and analysis.

  • A minimum of 6+ years’ experience in designing, implementing & managing baseline surveys.

  • Proven track records in leading focus groups and producing quality baseline survey reports

  • Proven ability to work with different communities and stakeholders

  • Excellent writing and presentation skills

  • Knowledge synthesis – experience conducting literature searches (e.g. through Google Scholar alerts, research circulars, Twitter) and summarizing complex academic papers and non-academic reports into key findings / talking points in straightforward, non-technical

  • Language: Arabic and English
