The Opportunity – Fleet Officer (For Nationals based in Gaza)

Post location: Field Office in Gaza – Rafah

Contract Duration and Level of Effort: 12 months with possibility for extension

ROLE PURPOSE:

This role will be responsible for the management of the fleet (rental and owned) of SCI vehicles in Rafah – Gaza. This person will be responsible for supervision of drivers and will support the Supply Chain Manager to apply the best use of Save the Children’s fleet resources.

The post-holder will be responsible to help enforcement of fleet policies and procedures and capacity building to newly recruited drivers.

SCOPE OF ROLE:

Reports to: Supply Chain Manager

KEY AREAS OF ACCOUNTABILITY:

  • Provide functional support to Rafah response teams on fleet management, ensuring alignment with the fleet policy, associated manuals, and procedures on all fleet related matters.
  • Maintain all relevant documentation related with daily fleet management according to SCI policies.
  • Build capacity of drivers (SCI employees and drivers under service contract) and ensure policies and procedures are followed.
  • Compile and complete all necessary data and monthly reports as per SCI policies and procedures.
  • Coordinates transportation of staff and goods in the field.
  • Acts as focal point for all daily movements and security authorizations needed for transportation of staff and goods.
  • Coordinates with transportation companies for the proper delivery of goods for international and national deliveries.
  • Monitors the issuing and use of fuel by maintaining an accurate, clear, and transparent record of fuel consumption for vehicles and generators.
  • Forecasts and ensures sufficient fuel contingency levels are appropriate for continuing SCI operations.
  • Ensure that all Standard Operating Procedures (SOP) regarding safety, security and transportation are implemented and adhered to by hired drivers and SCI passengers.

When necessary, communicates and coordinates with WFP Logistics Cluster for any incoming international cargo and any inland transportation organised through the WFP Logistics Cluster.

Any adhoc duties assigned by the immediate line manager.

QUALIFICATIONS

Bachelor’s degree on Business administration or relevant field.

EXPERIENCE AND SKILLS

Essential:

  • Good prior NGO experience in Fleet systems, processes and supervision, within large scale country programmes and in emergency response/humanitarian environments
  • Minimum 3 years of Experience in Fleet operations
  • Proven track-record in Fleet functions and preferably supervising drivers, and providing training and capacity building.
  • Ability to build relationships quickly with a wide range of people, both internally and externally
  • Good communication (written and spoken), and interpersonal skills in English with experience in supervising multicultural teams.

Desirable:

  • Formal management training.
