First Nation Road Safety Coordinator

Position Summary

Reporting to the Director of Operations & Programming the primary responsibility of the First Nation Road Safety Coordinator is responsible for conducting research and analysis of road safety issues, strategies and data including collisions, claims motor vehicle injuries and fatalities. Using road safety issue research, data analysis and research of proven and promising strategies from other jurisdictions, to identify and recommend initiatives to mitigate road safety issues.

Key Responsibilities

  • Conducts thorough analysis of traffic collision data, claims data, and relevant data produced by internal and external partners and agencies, to identify road safety priorities.
  • Research emerging education, awareness, and technology-based approaches and solutions to address complex road safety issues. This includes strategies, approaches, and initiatives used in other jurisdictions as well as technical and behavioural elements of road safety and the laws affecting the design and use of motor vehicles and the enforcement of relevant laws.
  • Research proven and promising road safety strategies, approaches, and initiatives used in other jurisdictions and prepares detailed analysis of approaches to leverage them in the design and development of new road safety programs and strategies.
  • Assesses appropriateness of road safety programs for the various First Nations and ensures stakeholder perspectives are considered in program design and development.
  • Develops solutions to address complex road safety issues by conducting business case analysis, cost/benefits analysis, and feasibility studies.
  • Prepares clear and concise written reports, including supporting documentation, summarizing results of analysis work, and recommendations where appropriate.
  • Designs and develops road safety programs, including conducting research and providing perspectives regarding evaluation criteria used in other jurisdictions to measure program effectiveness.
  • Leads and implements studies and/or projects including coordinating of project schedules, milestones, deliverables, and action items, as required.
  • Performs quality reviews of program/project requirements to ensure they are specific, measurable, achievable, and relevant.
  • Provides management with regular status updates on the progression of each project.
  • Supports management to implement permanent changes to programming that may result from pilot studies and projects.
  • Monitors and evaluates effectiveness of road safety programs.
  • Proposes program changes to improve effectiveness in cases where targeted program outcomes are not being satisfactorily achieved.
  • Provides subject matter expertise on complex road safety issues and programs.
  • Assists is drafting briefing notes, board submissions, discussion papers, and responses to media enquiries as required.
  • Maintains effective working relationships with external stakeholder agencies (i.e., law enforcement officials, high profile road safety stakeholders, advocacy groups, government departments, schools, municipalities, and key road safety partners) to ensure their participation and engagement in the development of programs.
  • Monitors and evaluates effectiveness of road safety programs.
  • Other duties as assigned.

Qualifications

Education & Experience

  • Certificate or diploma in Business Administration, Commerce, Project Management, or related field of study.
  • Equivalent combination of education and experience may be considered.
  • Knowledge of current research and applicable legislation pertaining to road safety, both in Manitoba and other jurisdictions throughout North America.
  • Research and analytical skills, with the ability to analyze and interpret quantitative data, policy, and legislation.
  • Knowledge of and ability to apply project management techniques.
  • Communication skills, with the ability to write business cases and PowerPoint presentations and convey information in a concise and straightforward manner.
  • Stakeholder consultation, negotiation, and coordination skills.
  • Ability to ensure program requirements are understood and stakeholder needs are met.
  • Customer service skills with the ability to deal tactfully with sensitive issues in a confidential manner.
  • Knowledge of Microsoft Office applications including Word, Excel, PowerPoint, and Access.
  • Mediation and conflict management skills.
  • Ability to establish and maintain effective relationships with leaders, peers, and stakeholders.
  • Ability to handle multiple tasks and prioritizes assignments to meet deadlines.
  • Adhere to AMC policies, and procedures with specific attention to attendance, and professional ethics.
  • Must be able to work flexible hours, possess a valid Class 5F Driver’s License and a reliable vehicle.
