Financial Specialist

LixCap (Geobeat) is seeking a part-time, temporary consultant based in Congo with an expertise in local finance intermediation, banking knowledge and local network to support in the project of accelerating Peri-Urban Water and Sanitation Services in the Democratic Republic of Congo.

Job Summary

As a financial Specialist, you will provide technical advice and support to a range of program design and implementation issues in the area of water, sanitation, finance and governance, in line with the program standards, donor guidelines, and industry best practices to advance the delivery of the project.

LixCap (Geobeat) will be working in consortium with other international NGOs, and private sector partners, with the aim of developing sustainable water supply service models, identifying financing needs and options at the water service level.

Responsibilities

As a financial Specialist consultant your duties include, but are not limited to:

  • Engagement and intermediation with local and international financing community.
  • Support the development and contribute to the implementation of financial data gathering with 32 Water Service Providers;
  • Collect and analyze program financial data, capture and share lessons learned and best practices for specific projects to facilitate improvements in decision-making and contribute to the water, sanitation, finance and governance learning agenda;
  • Support the development of the capitalization strategy, investment in Investees financial components profiling, review of DRC law, practice on lending, revenue capital, profiling of guarantees structures, sourcing;
  • Engage with regional and global development finance institutions (DFIs), local intermediary financial institutions, social impact investors, and private equity to secure initial capitalization and future fund growth;
  • Conduct field visits to verify and review design work, technical studies and construction of peri-urban water and sanitation systems in DRC within the project.

Education and Experience

  • MBA or Master´s Degree in Finance, Accounting, Economics, Investment Analysis, Business or related field;
  • Minimum of seven years of relevant work experience with progressive responsibilities with local or regional financial services or minimum of ten years in relevant field-based experience in financing, financial structuring, fund raising.
  • Experience in financing transactions, corporate transactions or similar type of transactions;
  • Experience working in rural areas and willingness to continue working in rural areas;
  • Experience and skills in networking and relations with financing partners, donors, peer organizations and civil society partners. Understanding of partnership principles;
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks;

Personal Skills

  • Strong relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings;
  • Good strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment;
  • Able to research, learn and implement new technologies quickly;
  • Good technical writing skills;
  • Presentation, facilitation, training, mentoring, and coaching skills;
  • Proactive, resourceful and results-oriented.

Foreign Language

  • Fluency in French.
  • Proficiency in English (speaking and writing)

Project Description & Objectives:

The USAID Accelerating Peri-Urban Water and Sanitation Services in Kasai Oriental and Lomami Provinces Activity (DRC Peri-Urban WASH) is implemented by Chemonics International with support from sub-partners LixCap (Geobeat) and the University of Colorado, Boulder. The purpose of the Activity is to increase access to water and sanitation services for individuals in the peri-urban areas of the Kasai Oriental and Lomami Provinces in the Democratic Republic of Congo (DRC). Through this activity, the United States Agency for International Development (USAID) seeks to increase access to water and sanitation services for residents in the target regions that are serviced by newly created or existing water service providers (WSPs). Some of the Project objectives are:

  • Increase access to basic water services for 550,000 people in peri-urban areas of the Kasai Oriental and Lomami Provinces (approximately 3%, or 16,500 people will receive first time access to safely managed water services);
  • Increase access to sanitation services/products for 50,000 people in peri-urban areas of the Kasai Oriental and Lomami Provinces;
  • Increase number of effective and operational WASH service enterprises by 32, including 10 women-led WASH enterprises;
  • Increase counterpart investment in WASH services.

  • Travel: this position is flexible with frequent travel to Kasai Oriental, Lomami,Mbuji Mayi, DRC, and some travel to Kinshasa.
  • Job Location: Kinshasa/Lomami/Kasai Oriental/Mbuji Mayi, Democratic Republic of the Congo.
