Context:

The Department of Resources Management (DRM) is responsible for managing the administrative and financial functions of the Organization. The Director of the Department serves as the senior official of the Organization in the area of finance and administration, reporting directly to the Director General, and representing the Organization internally and externally, and in intergovernmental fora, discussions and negotiations essentially with member states, donors and as required with other stakeholders.

IOM is a global intergovernmental organization with approximately 10,000 staff, an annual budget approaching USD 2 billion, 169 Member States, and is part of the United Nations system as the UN Migration Agency.

DRM oversees the financial and administrative initiatives throughout the Organization. It establishes and implements policies to ensure sound management and planning in all administrative and financial areas, and sees to the coordination and implementation of relevant procedures and policies, and their dissemination to internal and external stakeholders. The Department’s management functions are collectively responsible for the Organization’s administrative and financial policies, and assisting the Director General in making management decisions.

Under the direct supervision and guidance of the Resources Management Coordination and Support Officer, and in close coordination with Divisions in DRM and other Headquarters (HQs) Departments, the Administrative Centres in Manila and Panama and all Country Offices (CO); the successful candidate will be responsible and accountable for monitoring and supporting the budgetary and financial functions of projects implemented by the responsible organizational units in Geneva, and oversee the resources management processes of IOM Headquarters supported by DRM.

Core Functions / Responsibilities:

  1. In close coordination with the DRM Divisions, monitor and oversee the resources management processes of IOM HQ daily operations, regularly review related process flows and ensure effective processes and controls are in place.
  2. Monitor and support the financial management of projects directly implemented by IOM HQ including oversight of financial expenditure and accountability.
  3. Oversee and coordinate/facilitate the preparation and review of financial reports for HQ projects in accordance with IOM regulations and established procedures.
  4. Ensure compliance with internal procedures, policies, regulations, established guidelines, instructions and manuals in coordination with relevant Organizational units including financial, budgetary, procurement and human resources.
  5. Provide guidance in the preparation and review of budgets for new programmes/projects, in coordination with respective Organizational Units in HQ. Process HQ managed project budgets in IOM`s project management information systems.
  6. Provide support in clarifying policies, instructions and procedures in coordination with relevant HQ units in the areas of general administration, finance and human resources.
  7. Supervise and train staff on IOM’s administrative/financial policies and procedures evaluate regular financial reports and take actions to resolve anomalies and unusual trends.
  8. Support and offer guidance to other units on matters related to IOM administrative issues, local institutions and regulations and human resources problems with a view to increasing their effectiveness.
  9. Ensure compliance with the projectization principle for office costs required by projects implemented in HQs, including office rental, utilities, IT and related costs.
  10. Liaise with relevant units at HQs, Project Managers and programme staff at HQ on all financial and administrative issues in the context of implementation of their projects.
  11. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria, and provide advice and guidance as required.
  12. Facilitate compliance of recruitment of consultants at IOM Headquarters to HumanResources (HR) policies, rules and regulations.
  13. Ensure compliance with the procurement procedures in coordination with relevant units in HQ.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Finance, Accounting, Public Administration, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

  • Experience in management, humanitarian assistance and complex project implementation;
  • Practical experience in IOM or an intergovernmental field-based organization in administrative and financial management, budget monitoring, cash management and internal control procedures;
  • Experience in project implementation, scheduling, and deployment of resources;
  • Previous work experience in the region is an advantage.

Skills

  • Experience in computerized accounting systems and software;
  • Knowledge of finance, procurement and HR procedures and rules;
  • Knowledge of finance, budget and European Union (EU) rules;
  • Knowledge of MS Office specifically Excel, knowledge of accounting systems, software andprocedures (SAP is a distinct advantage).

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
