Who are we?

Stichting Vluchteling, The Dutch Refugee Foundation, is an emergency relief organization that works worldwide to help refugees. In case of acute need, Stichting Vluchteling (SV) provides direct assistance, such as shelter, medical care, clean drinking water and sanitation. In the Netherlands SV provides information to the Dutch public about the global refugee problem and international (emergency) assistance. The office in The Hague currently employs around 40 people.

We are currently looking for a:

Financial Manager – Humanitarian Programs

This is a new position within our organization. As a Financial Manager, you provide an important contribution to the work of SV. Together with your 15 colleagues of the programs team and under supervision of the Head of Internal Operations, you are responsible for the quality of the financial management and support of our implementing partners (about 20) in the field and the SV program team in the field and the office.

The programs team currently consists of seven program employees, one humanitarian access advisor, two advocacy employees, two employees of the medical team, five employees of the Ukraine Response team and the head of the programs team. The Financial team (internal affairs) consists of a HR employee, a financial administrator, an executive secretary, a controller and the head of the team. Both teams work closely together, also with the other two teams of SV: communications and fundraising.

What does the job involve?

  • Advise and support the program team regarding any financial issues relating to budget control & management.
  • Verify, together with the colleagues of the programs team, financial compliance and advice on financial and audit requirements per contractual agreement.
  • Coordinate the development and implementation of administrative monitoring systems of the partners in the field.
  • Contribute to the financial risks management by monitoring and reporting on the risks of corruption, fraud, mismanagement, and work closely together with head of the programs team to prevent and manage cases.
  • Contribute to the capacity building in the field of financial management of the partners, through training and advice, both internal as external (abroad).
  • Carry out regular financial analyses and checks at the implementing partners and jointly identify areas for improvement.
  • Coordinate and implement a yearly internal audit & capacity strengthening support planning for the field. (3-4 visits on a yearly basis)
  • Contribute to the general financial management and control mechanism within SV in collaboration with the SV Finance team.

What do expect from you?

  • A master’s degree in accounting
  • Few years working experience as an accountant
  • Strong accounting, analytical and problem-solving skills.
  • You know how to set priorities and organize the workload
  • A professional proficiency in Dutch and English; preferably also a good basic knowledge of French.
  • Excellent communication skills, the ability to be diplomatic and culturally sensitive.
  • You naturally work in a result-oriented way but are also able to take the context into account.
  • You are innovative: you can think outside the box and in solutions, without losing grip on the financial and audit requirements as stated in the different contracts.
  • Computer skills including a solid working knowledge of Excel (usage of complex formulas).
  • The ability to work under (time) pressure.
  • You preferably have experience in managing partner organizations.
  • Having work experience within the NGO field can be an advantage but is not a requirement.
  • Willingness to travel abroad, especially to conflict and other crisis areas on a regular basis.
  • You are available for 32-40 hours per week and live within travelling distance of our office in The Hague. SV has a work-from-home policy that makes it possible to work partly from home, but presence at the office is also regularly expected.
  • Your nationality, or a work permit, permits you to work in the Netherlands, SV is not in the position to apply for a work permit for this position.
