FHI 360 seeks a qualified candidate for the position of USAID-Funded Global Health Program Evaluation Analysis Research and Learning (GH-PEARL) Financial Director / Administrator. Through GH-PEARL USAID aims to provide global technical leadership using a broad range of cutting-edge activities in monitoring evaluation, research, and learning (MERL) combined with knowledge management and knowledge translation. GH-PEARL activities will be conducted in support of USAID efforts to reduce preventable maternal, newborn, and child mortality, advance primary health care; improve coverage and equity of family planning (FP), reproductive, maternal, newborn, child health, and nutrition (RMNCH+N) service.

Availability of position is contingent upon award to FHI 360 and donor approval of key personnel.

Job Summary:

Has senior level responsibility for the budget and general finance function / staff in a large region or division, or at the overall corporate level. Translates the company’s financial strategies into tactical plans, reporting requirements, procedures, and processes. Responsibilities include developing and overseeing financial plans and policies, accounting practices and procedures, and ensuring that the organization’s financial and strategic goals are attained. Works with all areas of finance to include Contract Billing & Revenue Recognition, Cost & Pricing, Financial Systems, Internal Audit, and Financial Compliance. Oversees the final content and distribution of all financial reports for external and internal entities. Ensures budget reflects current business operations and adjusts qualitative and quantitative analytics to reflect changing business environment, as needed. Selects, develops, and evaluates personnel to ensure the efficient operation of the function.

Responsibilities:

  • Overall responsibility for the financial management of the project.
  • Oversee business functions and operational processes to ensure policies adhere to USAID regulations and guidelines.
  • Provides strategic leadership to the budget and finance staff at the regional or organization wide level. Sets operational plans, goals and policies.
  • Able to work with multiple country finance departments and generate “best practices” for budget and finance projects. Leverages support and buy-in for major initiatives.
  • Works with budget and finance managers to establish strategic workflow plans.
  • Collaborates with senior leadership on critical and complex aspects of budgetary and financial reviews and makes operational recommendations.
  • Must be familiar with and able to perform job duties of lower-level positions within this job.

Applied Knowledge & Skills:

  • Has significant experience with automated financial reporting, government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) systems.
  • Expert level knowledge and past experience with Generally Accepted Accounting Principles (GAAP), practices and reporting guidelines.
  • Provides innovative and strategic leadership across a complex range of partners and geographies.
  • Possesses a full understanding of the organizational structure, policies and practices, and the impact on own area and the entire organization.
  • Must have excellent communication, diplomatic and negotiation skills.
  • Ability to multi-task, meet deadlines, and accomplish goals.

Problem Solving & Impact:

  • Must be able to provide accurate, expert level advice to reach outcomes that will enable achievement of overall department and organization goals.

Supervision Given / Received:

  • Leads by “managing managers” or other direct reports in the functional area. Works under broad direction with considerable latitude for independent action.
  • Ability to motivate, mentor, and empower individuals to achieve expectations and goals set for the functional unit.

Education:

  • Master’s Degree, MBA preferred, or its International Equivalent.

Experience:

  • 12 years of financial management experience with USAID or other donors
  • Must be able to read, write and speak fluent English; additional languages are a plus.
  • . Experience working with a global, international organization preferred.

Typical Physical Demands:

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint,
  • Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • 10% – 25%

The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

Hiring Salary Range: $80,000 – $124,000
