Context:

Under the direct supervision of the Chief, Manila Financial Services (MFS), and the functional supervision of the Deputy Comptroller, Director of Finance and Accounting, and in close coordination with the other divisions of the Department of Financial and Administrative Management (DFM) and the Panama Financial Services (PFS), the Financial Analyst (Business Processes Improvements and Quality Assurance) will be responsible and accountable for developing and implementing business process improvement plans and quality assurance strategies with regards to the day-to-day operations of the International Organization for Migration’s (IOM) central finance and accounting functions, in compliance with IOM’s financial policies, procedures and International Public Sector Accounting Standards (IPSAS).

Core Functions / Responsibilities:

  1. Support the development and implementation of the work plans of MFS and PFS to help maintaining a high performing service delivery culture.

  2. Provide oversight of the quality and business process management unit, including the PRISM Central Support Team (PCST), the Financial Coordination Platform (FinCoorP) and Inter-Agency Transparency Initiative (IATI) support teams.

  3. Design and continuously monitor performance indicators for the central financial units to enable identifying bottle necks and to facilitate responsiveness and preparedness for peak times.

  4. Ensure that the Financial Coordination Platform (FinCoorP) operates smoothly and accurately, and adequate metrices and reporting tools are established to measure the performance of processes administered via this platform.

  5. Periodically review, streamline, document, adapt and propose improvements to business processes, risk analysis and internal controls applied within the finance and accounting functions of IOM, utilizing the opportunities offered by the financial systems in place.

  6. Coordinate strengthened integration between various platforms and support legacy systems, ensuring they continue to function harmoniously. Propose and manage initiatives relevant to the area as assigned. Work with FAD and other relevant units of DFM, MFS, PFS and IOM Offices in coordinating/formulating business requirements and support the implementation of necessary enhancements.

  7. Foster efficient communication activities and techniques amongst the MFS and PFS teams and the finance units of DFM, as well as towards IOM offices and the clients and counterparts of these functions.

  8. Support knowledge exchange amongst the various teams and units, as well as with Regional and Country Offices. Propose solutions, trainings and tools which can support financial compliance across IOM and act as change management champion.

  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Accounting, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

● Experience in financial management, accounting and budgeting, internal control assessment, internal or external audit;

● Demonstrated experience in complex accounting operations and project financial reporting including great variety of donors;

● Extensive experience in working with finance modules in an Enterprise Resource Planning

(ERP) system, preferably SAP, is required;

● Experience in planning, developing and implementing a change management project is highly desirable.

Skills

● In-depth knowledge of accrual-based accounting, IPSAS and generally accepted accounting principles combined with several years of demonstrated experience in applying related disciplines.

● Knowledge of IOM/UN accounting systems, software and procedures is a distinct advantage.

● Demonstrated ability to conduct analyses, write and edit a range of different materials including instructions, guidelines and reports for different audiences.

● Strong written communication skills, ability to present information in a comprehensively, clear and concise manner.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
