The Finance Specialist will be part of the Project Management Support expertise (ProMt) unit and seconded on a full time basis to support one or various projects. The ProMt unit provides project related financial and administrative support to the Programs and Engagement Departments and non-project related financial and administrative support to all units and departments. It is the owner of a number of key policies and processes that relate to the operational, financial, and administrative management of projects from the inception of a project until its closure and procurement in general within Oxfam Novib. It provides direct project support through seconded staff and procurement management, and indirect support through a core team setting and providing guidance on professional project management, financial and administrative standards for projects and procurement in general.

The Role

As Finance Specialist, you are responsible for the good financial management of projects and advising the project lead to ensure quality implementation of the project’s financial administration in accordance with Oxfam Novib and donor requirements. Delivering a direct and operational contribution to the implementation of projects in all financial aspects thereby ensuring quality delivery of key project finance deliverables in close coordination with relevant Oxfam Novib country offices, partners or third party.

Tasks and responsibilities

As part of a project team, usually also including a project officer, you will report to the project leader. You are responsible for:

  • Set up a project wide system for a planning and reporting the financial parts of project management, to ensure that all financial elements of project management are properly coordinated;
  • Meticulously maintaining general ledge system on SAP in liaison with Oxfam Novib financial accountants, doing variance analysis, building project KPI’s, create project financial report meeting internal requirement and contribute towards management information system;
  • Review and reconcile project debtors and payables, forex management, salary allocations and necessary journal entries for good book-keeping;
  • Ensure proper cost including staff cost allocation are allocated to the of Oxfam Novib externally funded projects;
  • Deliver a direct contribution to the realization of project goals of the project by drawing-up and monitoring the consolidated project budget including all partners;
  • Coordinating the full financial monitoring and reporting process including all partners, while ensuring donor and Oxfam Novib requirements are met;
  • Support and co-ordinate with all stakeholder’s in the audit process to bring close to an audit on a tight deadline;
  • Arranging for internal or external project audits as and when required to meet donor’s requirement or concern’s statutory audit or any project related specific task/assignment audit;
  • Support mid-term or final evaluation process from project finance perspective;
  • Contributes to (the development of) the financial management information for the project manager, steering committee (when applicable) and the donor;
  • Ensuring that the financial risks and opportunities are effectively managed, and pro-actively making contributions to lower risks where possible;
  • Develop risk profiles (with support of a tool) and develop tools/ systems to manage these profiles;
  • Support project partners (when necessary) in donor compliance and proper financial administration in line with back donor and Oxfam Novib requirements;
  • Capacity building and coaching of country teams and partners (if applicable);
  • Carry out ad hoc financial tasks as and when required by the Donor’s;
  • Contribute to the development of a knowledge base around donor requirements and advise colleagues involved in projects from the same donor.

Requirements for the job

You

  • have HBO Bachelor level (Higher Vocational Education) or university degree in financial management, business administration, accounting, or other relevant discipline;
  • have at least 5 years’ experience in financial management or financial controlling position in a project-based organization, INGO experience an added advantage;
  • have a sound understanding of donor contract management, financial project management, sub-granting and contexts of operation in least developed, low and middle income countries;
  • have work experience in a complex, networked international organisation;
  • have excellent communication and social skills and are a team player;
  • are willing to travel to different countries;
  • are fluent in English. Knowledge of French and/or Dutch is an advantage.

What we offer

For initial appointments, Oxfam Novib offers a contract of maximum one year (including a one-month probationary period) with possibility of extension. The position is based in The Hague, The Netherlands. Oxfam is committed to providing a fair compensation package a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. This position is classified in grade 8. The gross salary range is between € 2.626 to € 4.039, on the basis of 36 hours per week. Benefits typically include annual pay increases, performance-related salary increases, holiday allowance, contributions to commuting costs, vacation days, parental, care and special leave, a private bicycle scheme, pension scheme, etc.
