ELAF for Relief and Development (Elaf RD) Is a non-governmental, non-profit, non-political organization that was established and registered in January 2015, in Gaziantep, Türkiye. Registration No: 27-019-083. With the fast escalation of the conflict in Syria, and due to the increasing needs of the refugees in the neighboring countries and inside Syria, Elaf RD established, Hatay offices in Turkey, and 4 Field offices in northwest Syria.

ELAF RD is a diverse and inclusive team, consisting mainly of individuals from both Syrian and Turkish backgrounds, including both women and men, as well as members with disabilities. Elaf’s main objective is to promote equality, empowerment, and support for most vulnerable and marginalized communities. ELAF RD prides itself on the active involvement of Syrian and Turkish volunteers who contribute their time, skills, and passion to make a positive impact in the lives of those they serve. Through their dedicated efforts, ELAF RD strives to create an inclusive and supportive environment that uplifts and empowers its members, fostering a sense of community and solidarity among boys, girls, women, and disabled individuals.

Elaf RD is dedicated to addressing the interconnectedness of the Sustainable Development Goals (SDGs) and double nexus in an integrated and comprehensive manner. Our approach is centered around the double nexus, linking humanitarian aid and development assistance for a more effective and sustainable response. We are committed to providing aid to the most deprived communities through substantial long-term solutions in addition to its work to improve the situation of both, the refugees and host communities by focusing on project development and improving the economic situation.

Job Responsibilities:

  • Administer and coordinate all financial systems and processes of ELAF RD including general ledgers, internal accounts, accounts payable and accounts receivable, payroll (including all stipends), statutory remittances, insurance, budget monitoring, and other financial systems and processes as required.
  • Monitor and record all cash disbursements, expenditures, and receipts of ELAF RD, ensuring timely, effective and accurate record keeping.
  • Ensure appropriate policies procedures, and processes with respect to financial transactions (including but not limited to cheque requisitions and related authorization, budgetary expenditures, pay and benefits) are followed.
  • Maintain and oversee ELAF RD’s banking systems (including but not limited to accounts, statements, records, and institutional arrangements), as well as maintaining the ELAF RD’s insurance arrangements.
  • Assist, support, counsel and advise operation and program departments with respect to financial matters.
  • Ensure all ELAF RD departments are providing timely, accurate, and appropriate financial reporting and remittances, including invoices, cash reports, and all other relevant financial information and records.
  • Ensure timely and accurate adherence to all of ELAF RD statutory, regulatory, and policy regimes with respect to financial and related matters (including but not limited to tax remittance, reports and insurance requirements)
  • Perform month-end and year-end procedures including, but not limited to preparing all month-end reconciliations and year-end working papers for ELAF RD’s annual audit.
  • Provide regular reports on all of ELAF RD financial activities as required and directed by the CEO, in all departments and areas, including but not limited to bank balances, cash flow reports, accounts payable and receivable reports, operational financial statements.
  • Prepare ELAF RD’s annual budget.

Requirements:

  • A professional accounting designation (CPA) or equivalent education and full cycle
    accounting experience
  • In depth understanding of Donor accounting principles for non-profit organizations
  • knowledge and experience in accounts Payable, Accounts Receivable, Invoicing and General Ledger
  • Equivalent payroll software knowledge and experience with in-house payroll processing
  • Strong computing skills (Word processing and Excel)
  • Skills and solid experience with financial systems, financial reporting, financial and business planning, budget preparation and adherence to statutory, regulator and other policy standards and requirements
  • Ability to accurately analyze, interpret, summarize, and present financial information
  • Ability to work in a demanding self-supervisory, multi-task environment within clear timelines
  • Strong interpersonal, and cooperative working skills
  • Excellent verbal and written communications skills
  • Ability and willingness to maintain confidentiality
  • High attention to detail and a high level of accuracy

  • Turkish nationality is preferred

Languages:

  • Fluency in Arabic and English and Turkish is required.
