New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management. Within NYSC, programmes are managed through the two clusters:

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP). It provides Services to partners’ programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners.

Under the guidance and direct supervision of the Finance, Budget and Oversight Advisor, the Finance Senior Assistant (Financial Accounting) in the Finance team at New York Service Centre, provides financial and administrative assistance ensuring high quality, accuracy and effective execution of financial services and processes and transparent utilization of financial resources. The Finance Senior Assistant promotes a client-oriented approach consistent with UNOPS financial rules and regulations.

Functional Responsibilities

Under the supervision of the Finance Specialist the incumbent will carry out the following tasks:

  1. Maintenance of proper registry system/log;
  2. Accounting support
  3. Cash management support

1. Maintenance of the office filing system:

  • Opening of new subject files as required and disposal of old files in accordance with the instructions provided by the management;
  • Maintenance of archives, making sure files are properly stored and accessible; safekeeping of documents;
  • Provision of photocopies of material from the registry files, as requested by staff. Assistance in the collection of reference and background material from registry files;
  • Establishment and maintenance of records system of file movements within the office; maintenance of the office circulation and reading files.

2. Provides accounting support, focusing on achievement of the following results:

  • Review of payment requests for completeness prior to processing to ensure that documentation is complete and all information concerning the payment has been supplied; proper accounting codes used; certification of services rendered/goods delivered is written on the payment document and duly signed by authorized officials; payment to sub-contractors are in compliance with terms and conditions of agreement;
  • Review and confirmation of appropriateness of operational transactions processed through the interpretation and determination of applicable policies, regulations, rules, i.e. disbursements within authorized limits, payroll, contractual agreements, payments to suppliers, travel claims, etc;
  • Review and confirmation of validity of charges by verifying authorized amounts and ensuring availability of budget and funds;
  • Communication with colleagues/clients on areas requiring verification, corrections, additional information, etc. to improve quality of output and/or account submission and increase knowledge base in the process;
  • Preparation of vouchers and review of supporting documents to ensure completeness, accuracy and correctness of accounts codes charges; entry of transactions in the computerized accounting and finance system.

3. Provides cash management support, focusing on achievement of the following results:

  • Maintenance and review of petty cash establishment requests, justification and replenishment, closure and transfer, within the NYSC region programmes;
  • Maintenance and review of operational advance establishment requests, justification and replenishment, closure and transfer, within the NYSC region programmes.

Education/Experience/Language requirements

Education:**

  • Secondary education/High school diploma is required.
  • A University degree (Bachelor’s or Master’s), preferably in Business or Public Administration, Finance or another related discipline, will be considered an asset and may substitute for some of the required years of experience.
  • Diploma or certification in finance-related subjects or business administration an asset.

Required experience:

  • Five (5) years of relevant finance experience is required at the national or international level.
  • Experience in the usage of computers (MS Office or Google Suite) advanced knowledge of spreadsheet packages, experience in handling web-based management systems is required.

Language:

  • Fluency in English (read, write, speak) is required
  • Fluency/working knowledge of another UN language is an asset
