JOB SUMMARY

The Finance Officer is responsible for overseeing financial activities to ensure compliance with local regulations, MedGlobal policies, and donor requirements. They manage financial transactions, including bank payments, payroll, and cash counts. This role involves close collaboration with MedGlobal Head Office, program managers, and field staff to maintain transparency, accuracy, and efficiency in financial operations. The Finance officer plays a crucial role in maintaining integrity, accountability, and adherence to best practices in finance management within the organization.

MAIN DUTIES AND RESPONSIBILITIES

Finance and Accounting

  • Prepare bank and cash voucher payments and daily transaction reports.
  • Manage employees and logistics cash advances.
  • Perform QuickBooks data entry for financial systems.
  • Conduct daily/monthly cash counts.
  • Generate payroll monthly reports.
  • Manage in-country cash, ensuring security measures and adequate availability.
  • Submit all required financial reports and supporting documents to legal entities.
  • Collaborate with MedGlobal Head Office and Gaza office program Manager on registration submissions, audit reports, and new project budget preparation.
  • Process supplier invoices and local employees’ salaries and allowances, ensuring statutory deductions.
  • Provide support and guidance to colleagues in cash handling and financial transactions.
  • Ensure compliance with MedGlobal finance manual and procurement thresholds.
  • Prepare for and support internal and external financial audits.
  • Maintain clear and transparent documentation for financial transactions.
  • Conduct regular cash and bank reconciliations and report discrepancies.
  • Manage VAT, tax preparation, and MedGlobal office registration forms.
  • Provide monthly cash forecasts and manage sub-office financial reporting.
  • Implement monitoring procedures to prevent bribery, fraud, and corruption.
  • Scan all finance and HR documents weekly and upload them to MedGlobal Google Drive.

Reporting

  • Assist in preparing monthly and annual Finance reports.
  • Assist in conducting regular internal audits and report any possible fraud or theft immediately.
  • Assist in Managing VAT, tax preparation, and MedGlobal office registration forms, including relevant reports.

QUALIFICATIONS AND SKILLS

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
  • At least 3-5 years of experience in finance, preferably in an NGO or similar environment.
  • Demonstrated experience in financial management, including budgeting, financial reporting, and cash flow management.
  • Familiarity with donor regulations and compliance requirements.
  • Proficiency in financial software and tools, particularly QuickBooks or similar accounting software.
  • Strong analytical skills and attention to detail for accurate financial reporting and analysis.
  • Excellent organizational and time management skills to manage multiple tasks and deadlines effectively.
  • Solid understanding of local labor laws and regulations pertaining to employment practices.
  • Excellent communication skills, both verbal and written, for effective collaboration with internal and external stakeholders.
  • Ability to work independently with minimal supervision and as part of a team.
  • Strong interpersonal skills for building relationships and providing guidance to colleagues.
  • High level of integrity and commitment to ethical conduct in financial and HR management.
  • Ability to adapt to changing priorities and work in a fast-paced environment.
  • Proficiency in Microsoft Office Suite, particularly Excel and Word, for data analysis and documentation purposes.
  • Professional certification such as CPA (Certified Public Accountant) or SHRM-CP (Society for Human Resource Management Certified Professional) (If applicable).
  • Experience working in international settings or with diverse cultural backgrounds. (If applicable).
  • Fluency in relevant languages spoken in the region of operation (If applicable).
