Oxfam is a global movement of people working together to end the injustice of poverty.

In March 2022, Oxfam launched its response to the influx of refugees and other people forced to flee from Ukraine in Romania, Moldova and Poland. A Programme Management Unit (PMU) has been established to provide leadership, oversee, support and provide technical assistance to the response in the affected countries.

The PMU will be led by an Operational Lead and includes dedicated advocacy and influencing capacity; business support functions, and a programme quality team with technical support on gender in emergencies, protection, cash and voucher programming, monitoring, evaluation, accountability and learning (MEAL), and safeguarding.

Poland / Romania / Moldova Programmes.

Oxfam is supporting a partner-led humanitarian response for the assistance and protection of refugees and other vulnerable people from Ukraine and the communities, organisations and authorities that are hosting and supporting them in neighbouring countries. The response is strongly driven by the protection needs of refugees and the need for national organisations and authorities to be supporting in scaling up for the refugee response, delivering quality protection support, as well as advocacy for the rights and protection of all refugees and people on the move needing protection.

The Role

  • To be responsible and accountable for day-to-day management of a defined accounting area.

Job Type: Fixed Term, 6 months

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

  • Assist program team in Preparing project’s budgets and monitoring them in coordination with the finance manager
  • Prepare the financial reports and submit them to the Finance Manager
  • Prepare information required by auditors.
  • Responsible for the office main cash according to Oxfam GB (OGB) procedures
  • Conduct spot checks of implementing partners with the support of Finance Manager and after prior agreement with partners
  • Provide reports to the Finance Manager and Programme Coordinators on the status of beneficiary/partner accounts
  • Prepare payment vouchers, receipts, etc. according to OGB rules and regulations, and follow up payments.
  • Record transactions in cash/bank books on daily basis
  • Upload cashbooks whenever requested, track and reconcile bank statements
  • Support monthly payroll and keep organised records, assist FM with local tax calculations.
  • Assists staff on salary advances and floats.
  • To ensure that Oxfam financial procedures are followed
  • Check the balance sheet accounts: Accruals, prepayments, creditors and debtors’ accounts to ensure they are balanced and correct
  • Revise, audit, and process payments assuring it includes all the supporting doc’s: invoices, receipts, proof of payment, procurement docs, and or contracts, etc. This will require seeking appropriate authorisation and ensuring that all supporting documents are appropriately filed.
  • Any other reasonable duties that may reasonably be requires, and in support of capacity building in the role.

Experience, Knowledge & Competencies

ESSENTIAL

  • University Degree in Finance or Accountancy qualifications/significant relevant years of experience at this level with International Agencies or NGO’s.
  • Minimum 3 to 4 years of relevant experience
  • Demonstrated experience of Team management and capacity building of teams.
  • Competency in use of relevant technology systems (MS Office suite, financial accounting, and accuracy skills)
  • Fluency in Ukrainian and English (written and verbal)
  • Management of budgets
  • Strong influencing and networking
  • Good planning skills to include flexibility and adaptability
  • Excellent follow up skills.
