Job Purpose

The Finance Officer reports and follows the technical direction and guidance of the Finance Manager and provide support to the effective financial reporting, accounting of the IFRC Office in Turkey.

The job of the Finance Officer is to provide cost effective day to day quality finance services that enhance the work efficiency of programs implemented in Turkey, in accordance with Federation standard procedures, policies and regulations. He/she also will contribute to the sound financial management of the funds spent by the operation by observing strict compliance to all Finance and Admin Procedures and to all Finance Audit recommendations.

Job Duties and Responsibilities

Accounting

• Preparing and following the daily payments and accounting.
• Verify correct account codes and correct CODA documents are used for all transactions.
• Controlling account, Project, Activity, Donor codes and descriptions in accounting system.
• Check that financial codes are correct before booking the transactions and inform the line manager of any codes that are unavailable in the system.
• Monitor and organize CODA documents, according to the IFRC regulation.
• Report on the supplier’s balances to the Finance Manager when deemed necessary for proper follow-up.
• Controlling account, Project, Activity, Donor codes, and descriptions for supplier invoices and attaching all the related supporting documents for the files.
• Support the Finance Manager to prepare reports to donors.
• Prepare the monthly files in accordance with the deadlines, ensuring the availability of all supporting documents.
• Assist in month-end closing (assist in booking & reconciliation of the prepayments, matching process, balance sheet clearing)
• Provide general support if needed as directed by the line manager.

Ensure payment authorizations are complete with full supporting documentation

• Follow up on any requirement for the authorizers if needed and ensure support in providing authorization when deemed necessary.

Risk Management and internal controls

• Ensure that a rigorous internal control environment is maintained, including ensuring proper segregation of duties.
• Support the implementation of finance policies, processes, and procedures.
• Support the Finance Manager to respond to financial audit recommendations or queries.
• Abide to the fraud and corruption policy.

Contribute to building an effective, high-quality Finance and Admin team, by:

• Ensuring excellent collaboration with other Finance and Admin colleagues and other departments.
• Participating in the development of a customer service-oriented culture that values proactivity, continuous improvement, innovation, and high performance

Education

Required:

  • University degree Finance and Accountancy or Recognised Professional financial/accountancy qualification

Preferred:

  • Preferred a Certified accountant

Experience

Required:

  • Minimum 3 years’ experience in finance and accounting roles
  • Good knowledge of International Accounting Standards

Preferred:

  • 3 years’ experience in budget management
  • Experience of working for the Red Cross/ Red Crescent Movement
  • Experience of working for a humanitarian aid organization, audit firm

Knowledge, Skills and Languages

Required:

  • Proficient in MS Office; Microsoft Outlook and Word in Particular
  • Knowledge of office management systems and procedures
  • Able to work in a team
  • High degree of integrity, discretion, and personal conduct
  • Flexible and adaptable to changing working conditions
  • Willing and able to travel whenever required for work purposes
  • Self-motivated and proactive, with good judgment and initiative
  • Able to prioritize and meet deadline
  • Ability to communicate clearly and effectively, both orally and in writing with different audiences, adapting style to fit situation
  • IFRC standard software packages and systems. General knowledge of IFRC system administrative policies, rules, regulations, and procedures in Finance and administration
  • Ability to establish and maintain effective working relationships throughout the organization
  • Fluently spoken and written English and Turkish

Preferred:

  • Good command of another IFRC official language (French, Spanish or Arabic)
