A. About Asian Disaster Preparedness Center
ADPC is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with all key stakeholders.
Established in 1986 as a technical capacity building center, ADPC has grown and expanded its role to be for scientific, educational, developmental and humanitarian purposes. ADPC employs a wide range of professional expertise typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner.
ADPC develops and implements cross-sectoral projects/programs on the strategic themes of risk governance, urban resilience, climate resilience, health risk management, preparedness for response and resilient recovery. Our strategic themes are complemented and underpinned by the cross-cutting themes of gender and diversity, regional and transboundary cooperation as well as poverty and livelihoods.
Through its work, ADPC supports the implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030, the Sustainable Development Goals (SDGs), the New Urban Agenda, the United Nations Framework Convention on Climate Change, the agenda defined at the World Humanitarian Summit in 2016, and other relevant international frameworks

B. Department Introduction:
Finance department of ADPC focuses on the areas of financial planning, budgeting, financial management, treasury management, financial reporting and accounting of ADPC’s financial transactions. The department maintains and strengthens the sound financial management systems, policies and procedures and ensure the effective internal control. It cooperates with others departments and sub-centers of ADPC to promote good financial management practices within the organization. It also works closely with counterparts from various stakeholders especially donors, auditors, and banks in providing its services.
C. Statement of Intent:
The Finance Officer will be responsible for overall accounting, budgeting, financial management and financial reporting of the Bangladesh sub-center. He/she will be based in Dhaka, Bangladesh and will be reporting to Country Representative with the technical guidance from Headquarters Finance Department.
Note: It is not the intent of this Position Description to cover every aspect of the position requirements, rather to highlight the most important areas of personal and joint responsibility.
D. Key Responsibilities:
Within delegated authority, the Financial Officer will be responsible for the following duties:
Payment:
- Process payment to staff, vendor, supplier, consultant, service provider ensure that payment requests are properly authorized and supported with proper documentation
- Process cash advance to staff, check liquidation of cash advance ensuring that all the supporting documents are in order and expenditures are in accordance with established policies and procedures
- Process staff payroll ensuring that all the deductions and additions are accurately calculated and payroll are released on schedule
Accounting and recording:
- Prepare Check Voucher (CV) and Journal Voucher (JV), ensure that the account codes assigned are correct, the transactions are properly authorized
- Record transactions into QuickBook accounting system on a daily basis ensuring that all transactions are recorded accurately, timely, and treated consistently in accordance with ADPC’s accounting policies
- Prepare Bank reconciliation for all the bank accounts on a monthly basis
- Prepare monthly VAT report and submit it to the authority on a timely basis
- Review staff cash advance and follow up long outstanding advances
- File the accounting vouchers systematically in the chronological order
- Prepare month-end and year-end account closing
Fund and bank management:
- Prepare cash flow planning and ensure availability of fund as and when required
- Liaison with bank for any issue related to banking matter
- Maintain Petty Cash Fund, release Petty Cash and replenish it when it reaches to the replenishing level
- Issue invoice ensuring that it is accurate and supported with relevant document
- Issue receipt for the payment received
Financial reporting:
- Prepare monthly expenditure and financial reports and send to Headquarters on a timely basis
- Prepare timely and accurate project financial report for external donors as per the reporting guidelines
- Prepare statutory financial report, VAT, annual tax return to relevant national authorities, as necessary
Budgeting and monitoring:
- Assist the Country Representative in developing and monitoring of projects and country office annual budget
- Assist the project team in preparing and monitoring project budget
Audit support:
- Liaison with external auditor for audit schedule and planning
- Support audit team during audit field work, clarify audit queries, respond to audit recommendation and finding; seek advice from Headquarter as necessary
Others:
- Ensure maintenance of appropriate internal control and financial procedures as per organization policies, manuals and guidelines
- Other related duties as assigned by Country Representative, and Financial Management Analyst from headquarters.
E. Qualifications:
Education and Experience:
- At least a bachelor degree in Accounting or Finance (a holder of CPA, ACCA, CIMA certificate would be an advance)
- Minimum 4 years of work experience in accounting, finance or auditing with at least 2 years in an international non-profit or non-governmental organization
- Experience in accounting and finance operations, processing monthly payroll
Qualification and Technical Skill:
- Knowledge on accounting principles, procedures and standards
- Knowledge on rules and regulations of local taxation and compliance
- Ability to digest and comply institutional policies, procedures and processes
- Good command of computer skills especially in excel spreadsheet, accounting software (preferable SUN system and Quick Book) and database
- Good command of written and spoken English
Personal Qualities:
- High level attention to details and accuracy
- Excellent communication, coordination and interpersonal skills
- Ability to work in a team and across teams, in a multi-culture environment
- Strong desire to learn and undertake new challenges
- Self-confidence, commitment and willingness to work hard, good sense of humor but with seriousness on the quality of the work
- Ability to keep confidentiality on all sensitive information
