Position Summary

ICAP at Columbia University’s Targeted Programmatic Support Across Countries under the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria under PEPFAR (PSA) is a program that provides technical assistance (TA) and capacity-building support to the Department of Health, in collaboration with key stakeholders and local partners in Central Visayas (VII) and Western Visayas (VI) Regions of the Philippines.

Under the supervision of the Director Admin and Finance, the Finance Officer will provide support to the efficient and effective finance matters of ICAP’s Philippines program. S/he ensures that all procedures and systems are in compliance with the ICAP policies and procedures, as well, as donor regulations.

Responsibilities

· Process payments ensuring compliance with ICAP and donor regulations.

· Keep finance system updated and prepare required financial reports.

· Prepare monthly financial reports and submit to DAF for review and approval.

· Prepare routine reports to ICAP’s Finance Unit in New York.

· Prepare bank reconciliations; follow up outstanding reconciling items.

· Prepare domestic travel advances and claims.

· Ensure all finance reports, documents are organized and filed properly.

· Prepare asset and inventory register; participate in annual asset inventory and physical count.

· Support audits e.g. internal, external, project

· Perform other duties as assigned by the Director Admin and Finance.

Required Qualifications

· Graduate of Bachelor’s Degree in Business management, accountancy or related field.

· At least 5 years proven experience in the field of accountancy, Finance or related field.

· At least 5 years hands-on experience working with accounting softwares particularly QuickBooks, SUNSYS etc.

· Proficient in Microsoft applications (Word, Excel, Outlook)

· Experience in developing and interpreting standard financial reports, including balance sheets, income statements, cash flows and expenditure report among others.

· Experience in preparing government reports e.g. SSS, PhilHealth, HDMF, BIR

· Excellent verbal and written communication skills.

· Experience working with PEPFAR, Global Fund, EU, U.S. Government or other bi-lateral donors also preferable, with strong familiarity with PEPFAR reporting requirements

· Fluent in English and Filipino.

· Pro-active, resourceful and results oriented.

· Demonstrated ability to prioritize work assignments and exercise good judgement to meet deadlines.

Travel Requirements:**

· Domestic travels to project sites/partners as needed.
