Background

The Iraq Durable Communities and Economic Opportunities (DCEO) is a United States Agency for International Development  (USAID) program implemented by Chemonics International in Iraq. DCEO aims to support vulnerable communities to build community resilience against destabilizing factors by increasing their adaptive capacity and economic well-being. The project consists of two objectives. Objective 1, Adaptative capacity of vulnerable communities increased is achieved through two components. Component 1.1 seeks to mitigate drivers of conflict in targeted communities and Component 1.2 seeks to enhance community leadership of inclusive local development.  Objective 2, Economic well-being of communities advanced, will rest on the assessments, analysis, foundations, and groundwork of Objective 1.

 

The Procurement Manager supports Objectives 1 and 2. Under the anticipated 100 Solutions for Stability Task Order DCEO will support Iraqi communities to address key drivers of instability through community-based solutions. The Procurement Manager will support both operations and technical procurement needs of target communities. The Procurement Compliance Manager will also support the anticipated Iraq Business Competitiveness and Job Creation Initiative (BCJCI) Task Order under DCEO Objective 2 to promote sustainable enterprise competitiveness, increase employment, and expand private sector development working with micro, small, and medium size Iraqi businesses and entrepreneurs.

 

OBJECTIVE: The Finance Officer helps ensure aspects of project accounting and financial management are in accordance with generally accepted accounting principles and adheres to Chemonics’ Field Accounting and Compliance Manual. S/He must also follow USAID and Chemonics policies, procedures, and regulations.

 

Responsibilities

  • Review payment requests to ensure that all supporting documentation and approvals are included and complete per Chemonics’ Accounting Voucher Checklist and Chemonics’ FAC Manual.
  • Record accounting transactions in Chemonics’ accounting system, ABACUS, ensuring proper GL coding per Chemonics’ field office chart of accounts.
  • Proactively follow-up with payment requesters for additional information or documentation as needed.
  • Review staff expense reports and supporting documentations, ensuring accuracy and completeness per Chemonics’ and USAID expense report guidelines.
  • Prepare project bank account reconciliations and follow-up with bank to ensure vendors payments are transferred.
  • Prepare project accounts receivable and accounts payable reconciliations, highlighting any aged transactions over 30 days. Follow up on outstanding advances on monthly basis.
  • Liaise with project’s Erbil office and sister projects in Iraq to help reconcile project’s intercompany 00020 account.
  • Assist with processing payroll and producing/submitting salary payslips, Liaise with local income tax authority and local social security office.
  • Prepare Hawala payments and follow up with hawala to make sure Hawala delivered the fund to beneficiary.
  • Lead or assist with financial and accounting analysis as needed.
  • Lead or assist with training office staff on project accounting procedures.
  • Help file and maintain accounting vouchers in SharePoint.
  • Update Finance Teams’ Smartsheet.
  • Ensures that Chemonics’ standards of ethics and conduct are upheld throughout all aspects of the project’s financial conduct.
  • Supervise the Baghdad Bookkeeper and ensure timely delivery of tasks
  • Other duties as assigned.

 

Reports to: The Finance Officer will report to the Finance Specialist- Baghdad.

Qualifications & Preferred Skills

 

QUALIFICATIONS 

 

  • Minimum 3 years of relevant work experience, or combination of work experience and education. 
  • Bachelor’s degree in Accounting, Finance, or related field highly preferred.
  • Knowledge of USAID accounting and financial regulations
  • Skilled in learning new financial and accounting concepts quickly, and able to translate and deliver this information to colleagues with little to no financial background. 
  • Prior experience with supporting accounting policies, procedures, and systems in an international organization. 
  • Demonstrated ability to communicate clearly and concisely both orally and in writing. 
  • Strong administrative skills, word processing abilities, and attention to detail. 
  • Demonstrated ability to follow standard practices and procedures and make significant. contribution to end results. 
  • Strong knowledge of MS Office applications, especially MS Excel. 
  • Fluency in written and oral Arabic and English is required.
