Finance Manager, Ukraine, 100%

HEKS/EPER also provides worldwide humanitarian assistance for victims of natural disasters and armed conflicts and supports the Church’s diaconal work in Eastern Europe and the Middle East. In Switzerland, HEKS/EPER champions the rights and causes of refugees and socially disadvantaged people. Through its development and social policy work in the fields of climate justice, access to land and food, migration, and integration, HEKS/EPER strives for systemic change – globally and in Switzerland.

With the onset of conflict in Ukraine following the Russian invasion on the 24th of February 2022, 6.5 million Ukrainians (approximately 15% of the population) have been internally displaced while 3.3 million (approximately 8% of the population) have fled to neighboring countries. Major population centers are under siege with civilian infrastructure heavily damaged. Basic commodities are becoming scarce with critical services facing significant strain.

The Finance Manager will provide strategic direction and vision for the Finance project within the Ukraine response and will support the operational teams be responsible for project management of the multi-purpose Finace assistance.

Therefore, we are looking for a proactive and experienced

Finance Manager, Ukraine, 100%

Your responsibilities :

• You ensure the internal and external reporting of the project
• You manage Ongoing project financial reporting in collaboration with the admin coordination
• You Collect and verify financial information from the Partner to transmit information to the Admin&HR and Finance Coordinator

Treasury & Cash follow-up

• You keep the registry of cash pay-outs and the cashier’s register
• You record budgetary transfers and keep accounting codes
• You prepare any checks done at base and mission level
• Verify, before recording, that records conform to regulations and procedures of HEKS-EPER Ukraine
• You monitor due dates for payments of contracts
• You check the payment request sent by the programs (cash for rent, self-aid etc..)

Finance Management

• You consolidate of budget follow ups and cash forecasts at base and mission level
• You support the mission on the financial procedures and tools
• You participate in audits or any checks issued by partners or coordination office,
• You carry out end month accounting closure for the program in bank and cash reconciliation, submission of accountancy to HQ (both hard copy and SAGA entries)
• You take active part on the preparation of new budget proposals
• You attend and conduct FMT/MB meeting in monthly bases with program and logistic

Accounting Management

• You record all expenses
• You prepare monthly closing, revision and integrity of accounts for the base
• You issue vouchers, and to properly archive the invoices and SAGA vouchers in dedicated files
• You archive accounting records
• You support the finance officer and finance assistant on the accounting procedures and monthly closure
• You prepare the payroll at the end of each month and support the admin office on the payroll preparation and HR monthly closure
• You collect attendance sheets and Issue pay slips and supervise payment of salaries after approval by the Admin&HR and Finance Coordinator
• You help in the calculation and payment of Taxes and income taxes via Ministry of Finance (monthly and yearly) as well as all other annual declarations to Ministry of Finance
• You calculate taxes and duties and create pay records for the relevant organizations while ensuring prompt payment

To be successful you bring:

• Fluent in English, (speaking/reading/writing)
• University degree in Finance, Accounting
• Minimum 2 years’ experience in a similar position (NGOs/private companies)
• Good analytical and writing skills
• Good knowledge of the MS office software including Word, Outlook. Excellent in Excel
• Knowledge of humanitarian actors
• Good management and pedagogical skills
• Willingness and motivation to work in an international and intercultural context
