Background

The Norwegian Refugee Council (NRC) is an independent, non-profit, humanitarian organization. Since the onset of the war in Ukraine, we have seen a large-scale of displacement of Ukrainians fleeing to the neighboring countries. In response to this, NRC is in the process of setting up humanitarian operations for refugees arriving in Poland, Romania and Moldova. We are focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – with the needs of a mobile refugee population, working to a great extent through local partners.

What you will do:

We are seeking highly qualified, resilient, dynamic finance professional to respond to Ukraine crisis and support people in Ukraine and refugees in the neighbouring host countries.

Generic Responsibilities;

  1. Ensure that country set up adhere to Financial Handbook, NRC policies, donor and auditor requirements
  2. Implement NRC’s financial systems, routines, and procedures, and ensure compliance with support functions handbooks, guidelines and standards
  3. Maintain overall budget development and control, monitor spending, and income forecasting on regular basis
  4. Line management of NRC Poland finance team
  5. Training of line managers and staff with financial responsibilities, and ensure that relevant country office staff have access to Unit 4 (Agresso) budgeting and monitoring tools
  6. Provide regular analysis and ensure that country office financial reporting is done in a timely manner, following the signed agreements between NRC and donors
  7. Contribute to the development of in-country policies, strategies, and tools when needed.
  8. Implement anti-corruption policies and practices
  9. Champion strategic initiatives that improve Value-for-Money as agreed with the Country Management Group
  10. Lead the financial capacity building of downstream partners finance teams

Specific Responsibilities;

  1. Contribute to strategic and operational planning and decision-making through timely sharing of financial analysis and advice, especially through all stages of NRC’s Project Cycle Management approach
  2. Plan for annual closure of the accounts and responsible for coordinating preparation and timely delivery of audits and tax remittances
  3. Establish and oversee a safe, robust and easily retrievable financial documentation and filing system for both hard and soft copies.
  4. Develop the capacity of the Country Office finance teams to ensure that they meet NRC’s finance and grants management operating standards;
  5. Conduct training and mentoring in budget design, financial management/planning (including detailed spending plans, budget top-downs, and income forecasting)
  6. Oversee financial systems and policies, review of ‘due diligence’ assessments of downstream local partners provide the final financial validation of partners reports, and support ad hoc training if necessary

Qualifications;

  • Minimum Bachelor’s Degree in Finance or similar field
  • Substantial experience in humanitarian/emergency context in senior finance management roles. i.e.: Finance Manager
  • Experience of working in complex and volatile contexts
  • Strong capacity building (mentoring, coaching) skills
  • Strong leadership and people management skills
  • Solid knowledge of computer software and modern accounting systems particularly Agresso/Unit4
  • Fluency in English, both written and verbal. Fluency in Polish is preferred.
  • Knowledge of the context in Poland is highly desirable.
  • Experience of specific donors’ financial reporting systems is an advantage, including EU SDC, German FFO, UK FCDO, SIDA, etc.
  • Experience with start-up countries or programs is an advantage.

Additional Information:

Duty station: Warsaw, Poland

Contract period: 1 year, with possibility of extension (national contract, with additional benefits for those moving from abroad)

Grade 9 in NRC’s grading structure. Salary/benefits will be according to NRC’s salary scale and terms & conditions for Poland.
