SPARK is an international development organisation with more than 28 years of experience in supporting entrepreneurship development in fragile states. Soon we will start implementing a new programme to support entrepreneurship development and MSMEs growth in the Benghazi region.

We are looking for a results-oriented and experienced Finance Manager. He/she will be responsible for sound internal and external financial reporting and compliance with (donor) policies. The position offers a great opportunity to be deeply involved in business development, entrepreneurship and (youth) job creation in conflict affected environments.

Main Tasks and Responsibilities:

The responsibilities and tasks include, but are not limited to:

  • Execute and exercise financial management in line with SPARK systems and procedures;
  • With support of the grant officer, manage an efficient and cost effective financial bookkeeping;
  • Ensures SPARK and donor requirements are met on finance, control and procurement and facilitate accurate and timely reporting to donors;
  • Maintain good financial control for implementing partner (IP) management and where needed build capacity of partners;
  • In coordination with the regional and central finance team, manage all (external) audit processes.
  • Prepare monthly wire transfer requests and regular expenditure forecasts for budget monitoring purposes;
  • Prepare budget adjustment notifications and addendums in cooperation with the program manager/team leader and regional Finance Manager
  • Process payments (cash and bank) and make sure all accounting records, including invoices, bank documents, cash receipts and cash disbursement journals are accurate
  • Deal with Grants financial issues, including the preparation and/or verification of contracts along with the Grants officer;
  • Ensure that the country financials meet all donor requirements, Libyan financial requirements, EU bookkeeping requirements as well as SPARK internal regulations;
  • Act as people manager to and work closely with the grants officer.

Requirements and Skills

  • Approximately 7 + years of experience in comparable functions in field of finance management;
  • A degree, preferred a Master’s, in the field of financial management and/or control;
  • Preferably experience in an international non-profit organization;
  • Preferably experience in administering EU funds;
  • Fluency in spoken and written English (Dutch and Arabic are an extra asset);
  • Willingness and possibility to travel several times a year;
  • Develop and show an attitude of continuous learning and willingness to share this with the organisation;
  • Reliable, flexible, and problem solving person.
