NCA is looking for a Finance Manager who will be based in the NCA office in Congo. The Country Office is in Bukavu, South Kivu. The duration for this position is 2 years. Risk level or safety situation for this position: Medium.

The project portfolio is a mixture of humanitarian response and long-term development, projects implemented by local partner organisations and operations directly implemented by NCA. Due to the increased demands of donors on reporting, budgeting, and internal control, as well as the challenges of operating in a protracted crisis situation, NCA DRC is seeking for an experienced finance manager who is motivated by developing a high-quality finance department.

In this role, we are looking for a competent and highly motivated candidate where you will have the exciting opportunity to oversee and further develop the financial team, provide sound leadership, as well as build internal capacity of staff and local partners. As Finance Manager, you should have solid management experience and must have a capability to develop staff, mitigate Head Offices demands, delegate work, and contribute to the overall success of our financial operations in the country. You will also be part of the management team at the NCA Country Office.

Position description

Financial processes:

  • Monthly and year-end closing in a timely and correct manner
  • Timely and efficient payments and bookkeeping procedures
  • Financial follow-up of projects from the grant letter to the audit report and closure
  • Budgets and reports to Head Office related to annual processes (NORAD, MFA etc)
  • Focal point for audits and spot-checks at Country Office

Planning and budgeting:

  • Take part in the budgeting process from the concept note stage and work “smart” together with program staff to develop a sustainable budget
  • Ensure that finance staffs have good understanding of their role as well as donor requirements
  • Ensure that finance staffs are available for budgeting process at an early stage and all through the process

Financial analysis:

  • Provide regular financial reports to Project managers and the Senior Management Team (SMT)
  • Advise and alert SMT and Grant responsible at an early stage when substantial deviations from budget

Compliance and internal control:

  • Set up of an internal control and monitoring system
  • Ensure timely and qualitative follow-up of partners and NCA operations
  • Ensure quality control of financial reports to donors
  • Provide quarterly reports of the follow-up of our internal control
  • Advise at an early stage when difficulties with a partner or a project occur
  • Build, develop and ensure the capacity of our staff within finance and accounting for NCA DRC

Education /Qualifications and desired work experience

  • University degree
  • Required work experience and proven results from previous positions
  • Proven experience can be a minimum of 3 years, preferably more
  • Fluency in spoken and written French and English
  • Relevant experience from INGO as Expat
  • Proven experience in managing funds from different funding sources
  • Proven experience in quality and timely reporting
  • Experience with time registration and cost allocation is preferable
  • Experience with financial management of humanitarian response
  • Proven leadership qualities
  • Relevant experiences in developing teamwork.
  • Proven experience working in a multicultural environment
  • Proven experience collaborating with staff from other departments
  • Proven experience of teamwork and horizontal collaboration
