Job Purpose

The Finance Manager Budgeting and Reporting is responsible for leading financial reporting related to grants, funds, and budgets for all related programmes, donors, and departments. The position encompasses budgets preparations and follow up on changes and compliance to ensure consistency and constant updates.

What you will do

  • Responsible for the consolidation of Financial Budgeting and Reporting at Country Office Level.
  • Implement NRC’s financial systems, standard tools, routines and procedures including the implementation of the Fair Share Cost Allocation Model. Liaise with the Country Director, Head of Support and Head of Programme on the Allocation of shared cost percentage / amount for every new grant to ensure adequate coverage of shared costs
  • Maintain overall budget control and monitoring of cash flows and forecasts, oversee budgeting and monitoring of direct and shared costs, spending plans, provide cost analysis and make recommendations for determining effective resource utilization ensuring no deficit.
  • Consolidation of donor budgets, budget amendments and forecasts ensuring donor compliance and quality control, working closely with the budget holders, HoP and Grants Manager.
  • Report monthly Budget vs. Actual for all NRC Jordan projects and prepare forecast of expenditures in coordination with programme staff and ensure optimal allocation of expenses in line with approved budgets and projected expenditures.
  • Provide technical support and capacity building to budget holders, finance and other non-finance staff on project level financial management matters.
  • Ensure accuracy and timely submission of donor financial reports, financial analysis reports, and other related financial reports as requested by the line manager.
  • Ensure that donor submission deadlines of financial budgets and reports are planned well in advance and submitted on time by having a clear timeline of responsibilities and maintenance of donor grants overview.
  • Monitor and control income from local donors and any request for funds and support on the elaboration of budget for new proposals, ensuring that budgeting tools are correctly used and ensuring support costs are properly budgeted.
  • Ensure that country set up adhere to Financial Handbook, NRC policies, donor and auditor requirements and NRC anti-corruption policy. Budgets and Reports must be submitted in compliance with donor rules and regulations, NRC policies and Government Laws.
  • Ensure appropriate measures are taken to address donor audit findings and recommendations.

Professional Competencies, skills and qualifications required

  • Bachelors degree in Accounting, Finance, Business Management or related field
  • Minimum 3 years of experience working in a similar role, with specific experience in budgeting & reporting in a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts.
  • Solid knowledge of computer software and modern accounting systems.
  • Fluency in English, both written and verbal.
  • Valid driver’s license.

Additional Information:

Duty Station: Amman, Jordan

Duration of contract: 12 months full-time, in accordance with local labour laws.

Grade 8 in NRC’s grading structure

Travel: To Host Communities and Camps within Jordan

Reporting line: Finance Manager – NRC Jordan
