Job Description

Reporting to the Interim Country Representative, the Finance Manager shall have the overall responsibility and be accountable for the day-to-day financial operations, implementation, monitoring and the development of financial policies at Feed International – Philippines. The position is also responsible for all aspects of accounting and financial reporting and the provision of functional leadership and direction to the finance team within the Country Office. The FM is also responsible for overseeing the Country Office budget compilation and monitoring, auditing and is the Feed International liaison on financial matters. The FM is responsible for the provision of technical assistance, standardization and quality control to sub-offices and direct support to the projects on financial matters. S/he will ensure there is adequate capacity and competency in the finance team in the Country Office within their respective responsibilities.

Responsibilities

  1. Contribute to the development of policies, guidelines, and criteria for the management of project finances in accordance with Feed International standards and donor regulations, Government of the Philippines, International Accounting standards practices and client relations.
  2. Provides overall management of the Finance staff to ensure that projects are provided with timely financial services to enable their optimum and most efficient utilization.
  3. Review monthly financial reports for accuracy; identifying mis posts and transaction reviews
  4. Prepare monthly payroll reconciliations in collaboration with HR
  5. Manage the processing of payments to vendors
  6. Review and analyze monthly budgets, comparing actual amounts and projections and preparing variation analysis reports.
  7. Prepare donor budgets, project budgets, operational budgets, budget realignments;
  8. Supervise monthly expenditure statement preparation and ensure submission to HQ team in a timely manner
  9. Treasury management including preparation of wire requests and timely bank reconciliations
  10. Prepare and submit month end reports to HQ accounting
  11. Provide recommendations on compliance to internal controls.
  12. Ensures that the project is adequately funded for uninterrupted implementation of activities and ensure that resources are in the right place at the right time.
  13. Responsible for banking transactions, dealing with the exchange rate conversions, managing the signatures of bank accounts, and all bank queries.
  14. Responsible for preparing the shared office costs, monthly dashboards, and accrual reports.
  15. Ensure compliance and accuracy of taxes (IRPS, INSS, etc.) and other statutory obligations
  16. Facilitate internal and external financial audits and ensure implementation of resulting audit recommendation

Qualifications

  • Bachelor’s degree in a related field of accountancy or finance
  • Knowledgeable in BIR requirements and taxation
  • Proficient with Microsoft Excel and Word and knowledge of QuickBooks
  • Three to Five years’ experience finance
  • Strong financial management and budgeting skills
  • Ability to work independently, without day-to-day supervision, take initiative, solve problems, and follow up
  • Ability to independently plan, execute and complete tasks while addressing daily Operations details
  • Dynamic team player with strong multicultural communication skills
  • Strong organizational skills
  • Ability to multitask and manage competing priorities
