Job Overview:

The Finance Manager manages the implementation of the account systems in the San Diego Office and collects and processes IRC’s financial data to provide management, donors, grantors, creditors, and others with timely, accurate and understandable information under the supervision of the Finance Director. The Finance Manager will supervise and assist the finance team in the day-to-day fiscal activities and provide fiscal support to program staff and supervisors to ensure compliance to funders’ requirements and IRC internal control. Work is performed in collaboration with IRC San Diego’s leadership, development, finance and program staff, as well as headquarters.

Major Responsibilities:

Fiscal Operations – Compliance – Reporting

  • Ensure the office compliance with IRC’s accounting policies vis-à-vis fund accounting as noted in IRC’s finance manual and generally accepted accounting principles; Coordinate the protection of the organization’s assets by implementing IRC’s Internal Control procedures.
  • Manage & maintain financial data in Integra to ensure financial records are fully supported by complete and accurate supporting documents; make recommendation to maintain effective accounting control.
  • Responsible for the office month-end/year-end closing tasks in coordination with HQ Finance.
  • Responsible for the completion of financial reports to be submitted to Headquarters and donors per scheduled due dates and/or contractual obligations.
  • Responsible for the office grant billing/invoicing; ensure contract billing is accurate and on time and contract receivables are current. Timely investigate discrepancies and resolve and/or seek advice and decision from management.
  • Act as Integra Fiscal lead; organize and assign tasks in Integra effectively to ensure work items are processed progressively; work collaboratively with program staff & supervisors by responding to staff questions and providing information/guidance in matters related to Integra financial dimensions and workflows.
  • Supervise the office banking arrangements and cash need.
  • Facilitate external/internal audits as needed.
  • Assist and/or prepare grant budget proposals as needed as well as the office annual operating budget according to established guidelines in coordination with the Finance Director.

Supervision and Staff Development

  • Provide direct supervision, training, and oversight to the team of finance coordinators including organizing tasks, assigning responsibilities, and providing assistance when necessary. Support the day-to-day financial activities including daily tasks such as payment review, AP activities, AR reporting/invoicing, etc.
  • Perform supervisory duties for the assigned staff such as objective setting, performance review, training, and coaching.

Program Collaboration and Support

  • Prepare BvA reports as needed in collaboration with Program Leads and analyze expenses & revenues to ensure program spending stays on track and within budget.
  • Collaborate with Program Leads to ensure grant compliance of IRC business development procedures, program activities and monitoring with funding, contracting entities.
  • Provide the Development Manager with monthly donation collections/information needed to complete their tracking and fundraising plans.
  • Participate in leadership meetings, staff development activities, and fully engage as a member of the team.
  • Follow all policies, procedures, and protocols of IRC.
  • Other related duties as assigned.

Key Working Relationships:

Position Reports to: Finance Director

Position directly supervises: Finance Coordinator Team

Internal Collaboration: San Diego staff and managers/supervisors, Development Manager, Executive Director, and HQ Finance personnel

External: Funders/Vendors/Suppliers

Job Requirements:

  • Undergraduate degree required, preferably in related field such as Finance, Accounting, or Business Administration. Graduate degree preferred.
  • At least 5 years of progressively responsible finance, budgeting, and accounting practices experience required, preferably in a grant-driven, not-for-profit, social services environment.
  • Prior team management experience preferred.
  • Solid computer-based accounting skills, including spreadsheets and other financial related software programs.
  • Proficient in general office software programs like MS Word, Excel, Email, and Internet.
  • Proven ability to work as a team member in a cross-cultural environment.
  • Excellent verbal and written communication skills.
  • Ability to prioritize and manage time effectively.
  • Proficiency in English, written and spoken.

Work Environment:**

  • Standard professional office environment at IRC offices in San Diego and El Cajon.
  • Must be comfortable working in front of the computer and with data for long periods of time.
  • Covid-impacted remote work with travel to office as required; reliable internet at home required.
  • Office hours are Monday-Friday, 8:30am-5pm, some evening or weekend activities as needed.
  • Access to a reliable vehicle to travel regularly throughout the service delivery area with a valid driver’s license and current insurance.
