Bahar Organization is an independent non-profit and non-governmental organization that provides humanitarian aid to vulnerable people without any discrimination in all its forms. BO is operating to respond to the needs and basic requirements of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict the basic principles of BO’s activities are to enhance the basic living standards of the affected population by delivering humanitarian aid based on the needs.

Purpose of Position:

To provide strategic leadership and direction to the Bahar finance department and ensure the proper implementation of financial policies for Bahar’s expanding programme. This includes and is not limited to budgets, forecasting, cash management, grant and donor accounting, project auditing, and accounting/financial reporting ensuring compliance with established and appropriate policies and standards relevant to respective projects. To ensure that there is a viable capacity building and knowledge transfer plan in place for the finance department.

Job Duties and Responsibilities:

Strategy

An efficient, cost-effective system that meets organisation, donor and host government regulations is in place to meet the needs of Bahar. Active membership in the SMT, enabling the Executive Director to lead the organisation efficiently and effectively.

Managerial

Provide and promote strong leadership, management oversight, commitment, and accountability within the Department staff.

Financial Accounting / Management

  • Ensure financial systems are established and maintained to comply with appropriate policies.
  • Lead in the development of annual budgets and forecasts.
  • Prepare and lead review of organisation – wide financial summary and analysis reports.
  • Ensure that quality financial reporting is completed, and deadlines are met.
  • Formulate and implement project accounting systems.
  • Oversee internal controls and modify as needed.
  • Lead in the development of project budgets.
  • Monitor grant expenditures against budget.
  • Monitor finance function in field offices.
  • Meet periodically with project managers to review grant report.
  • Approve and submit financial reports, including compliance, with specific grant reporting requirements.
  • Oversee annual external audits, and address audit findings and recommendations.
  • Oversee and maintain a fixed asset registry.
  • Manage Bahar’s responsibilities related to taxes.

Relationship Building

Represent, engage, and build relationships with relevant department heads in other organisations to build rapport, address common issues related to the general operating environment, and identify approaches to problem solving.

Advisory

  • Provide strong financial, budget advice and support to the Executive Director, Head of Programme, Programme Manager, and other departments represented in the Senior Management Team.
  • Support the Executive Director in resource acquisition.
  • Prepare budgets identifying funding sources to assist with programme planning.
  • Liaise with appropriate donor offices regarding financial and accounting issues.

Reporting and Representation

Ensure that complete, accurate reports on department activities and programme / projects are prepared in alignment with organisational and donor policies and guidelines in a timely manner.

Financial Management (Department)

Oversee the preparation and management of departments budgets, and ensure the policies, procedures and practices align with Bahar expectations, requirements, and obligations.

Personnel & Performance Management

Engage in the identification and recruitment of staff, with appropriate JDs in place. Develop the capacity of staff in the Department by working closely with Human Resources Department on staff development through effective coaching, mentoring and performance management processes.

Academic Qualification/s and Professional Experience:

  • Advanced degree, minimum 5 years of progressive Finance Management professional experience, or equivalent education and experience.
  • Demonstrated success as a Finance Manager and leader across all disciplines within Finance, including budgeting, accounting, reporting, and audits.
  • Demonstrated ability to prepare financial projections and analysis for an organisation.
  • Strong collaborator and influencer with effective interpersonal and analytical skills who is able to work seamlessly across countries, cultures, and organizational units.
  • Strong financial management and budgeting skills.
  • Excellent training and coaching ability.
  • Strong sense of personal integrity.

  • Ability to multi-task
