3iSolution/iMMAP France is a not-for-profit organization created in Sept 2008 and registered in France as Association by law of 1901 under the name of iMMAP France and still operating legally under that name. Currently, 3iSolution/iMMAP France is working with the humanitarian and development sector in 10 different countries and have been active in more than 25 countries during the last 15 years. We have implemented more than 300 projects and have currently 150 staffs working worldwide. Our work focuses in using innovation and the technology knowledge, which is built by the private and academic sectors, so to enhance the power of information to make direct and concrete impact at the beneficiaries’ level, who are the organization that we support.

Scope of work:

The Finance and Liaison Manager is responsible for the financial, administrative and liaising obligations of 3iSolution/iMMAP France office in Jordan. The Finance and Liaison Manager will work in close collaboration with 3iSolution/iMMAP France representant for Syria and Head office’s Department of Operations based in France. The position is home based, with the requirement of being within the greater Amman municipality, to allow regular visits to partners. The position is part time (50%) and the extension of the contract is subject to funding validation.

Description of Duties

Finance

  • Oversees 3iSolution/iMMAP France external representation activities related to financial issues
  • Responsible for elaborating financial reports in line with local legal obligations
  • Develops and monitor 3iSolution/iMMAP France’s compliance with financial policies, processes, and tools
  • Responsible for the management of 3iSolution/iMMAP France banking and cash management.
  • Responsible for issuing payments in Jordan, in compliance with 3iSolution/iMMAP France internal validation process
  • Manages the monthly accountancy closure process, including accounting reports, bank and cash reconciliations and scanning of vouchers.
  • Coordinate with 3iS/iMMAP France headquarter office for all finance/admin related issues when required.
  • Validate all disbursements and commitments of expenditure, in compliance with 3iS/iMMAP France’s procedures.
  • Contribute to prepare monthly funds forecasts, ensuring timely fund availability for planned payments.
  • Ensure tax calculation and adjustment processes are considered in accordance with local laws and internal financial process.
  • Participate to governmental l audits of the organization or projects by preparing all necessary supporting documents and information while liaising with the auditors and authorities in Jordan.

Administration/ Liaison management

  • Ensure the formalities required by government bodies are completed in time, and follow up proactively legal matters in country.
  • Ensures proper calculation and remittance of monthly payrolls for local contracts
  • Ensure the implementation of efficient processes and standards.
  • Report on operational performance and suggest improvement.
  • Provide general administrative support to the NES Program Manager as required including preparing written documentation as requested, filing etc.
  • Responsible for preparing documents related to residency and working permit procedures as well as suppliers/providers contracts when required.
  • Liaises with 3iSolution/iMMAP France legal counsellor in Jordan
  • Liaise with local authorities as needed
  • Proactively update the line manager and headquarter on challenges and new procedures/requirements as identified
  • Undertake other duties as requested by the line manager

Requirements

  • Education: Graduate of an Institute or University in the field of business administration, finance, HR, or relevant field.
  • Experience:

    • At least 5 years of work experience in Finance/Administration in the humanitarian sector
    • Previous knowledge of UN, ECHO and other European donors is an asset.
    • Proven experience on Humanitarian accounting and Financial follow up is required
    • Knowledge and previous experience on Accounting software such as SAGA is a plus
  • Soft skills:

    • Ability to coordinate with local administrators, government, NGOs.
    • Excellent computer skills in the Windows and Microsoft Office especially MS Excel and MS Access
    • Fluent Arabic writing and speaking is mandatory.
    • Fluent English writing and speaking is mandatory.
    • Ability to travel regularly in Amman to visit government bodies, banks and partners (fees will be reimbursed).
    • Ability to work well in a small team, operate under pressure, prioritize and deliver high-quality work within deadlines, and meet team objectives;
