Liaises with: The Board, Senior Management Team (SMT) and virtually all sections of the organization.

Pay Band: 9 (€95,801 – €103,489)

Contract: Permanent

Job Background: Concern Worldwide is one of Ireland’s largest NGOs with income of over €200m. From a Head Office based in Ireland, it operates in 28 programme countries, and has subsidiaries or affiliates in the UK, South Korea and the USA. The organisation generates its income from a complex mixture of grants, contracts and donations and utilizes those funds in some of the most difficult environments in the world**.**

Job Purpose: The Finance Director will lead and manage Concern Worldwide’s global finance function. We are looking for an experienced professional to oversee all financial aspects of our work and to drive the organisation’s financial strategy and planning. The Finance Director will be responsible for assessing the financial performance of the organisation as well as developing financial systems and controls to deal with a complex operational environment.

This role reports directly to the COO and does not sit on SMT.

Key Responsibilities:

  • Lead and manage Concern’s Finance team to the highest level of efficiency, effectiveness and accountability and be proactive in the development of opportunities.
  • Ensure that core financial information, is prepared and presented in line with agreed timetables for SMT, the Finance Committee and the Board and to advice the same on major financial issues which arise. This includes management accounts, budgets, multi annual plans and other financial reports.
  • Ensure that key financial policies and procedures are developed and implemented across the organisation to: protect the assets and financial interests of the organisation; ensure accountability to the organisation’s funders; to ensure key internal controls are in place where needed; to promote compliance with donor requirements; and to meet legal and requirements.
  • Prepare the statutory annual accounts and have overall responsibility for the management of the annual audit.
  • Provide advice and support on financial issues and to provide key inputs to financial strategy and planning.
  • Plan and manage the charity’s tax affairs, under existing and proposed legislation. Evaluate the tax impact of contemplated courses of action, minimise the tax burden and deal with tax authorities.
  • Manage the treasury and investment activity of Concern – the latter in consultation with investment advisers, COO and the relevant Board sub-committee.
  • Ensure transfers to Concern’s overseas offices, payments to suppliers and other movement of funds are managed and approved in line with organisational procedures.
  • Ensure core finance systems and related processes are fit for purpose and are adequately supported.
  • Maintain contact with bankers, investment managers, and auditors.
  • Keep abreast of financial (and related legal) developments across the charity sector by participating in relevant external networks and developing contacts with senior finance staff in other charities.
  • Carrying out other tasks as appropriate under the direction of the COO.

Skills and Experience Required:

Essential:

  • Education and/or experience equivalent to a bachelor’s degree from a recognised university with a major in finance, accounting, or a related field;
  • A recognised professional qualification in accountancy;
  • Five years of increasingly responsible experience in a senior management financial role ;
  • Experience of finance and accounting in the voluntary sector;
  • Extensive experience of managing professional staff;
  • Fluent spoken and written English and ability to communicate clearly and effectively, both orally and in writing;
  • This is a key leadership role and candidates should be able to demonstrate significant ability in Concern Worldwide’s core competencies including leadership; communicating and working with others; delivering results; planning and decision making; managing yourself; creativity and innovation; influence, advocacy and networking and change management.

Desirable:

  • International experience in a developing country
