Finance Coordinator (National)

The Opportunity
S/he will be expected to lead on all aspects of finance activities within finance domain in the Area Office with the support of Senior Finance Manager of Syria response office. The post holder will play a key role in building capacity for the finance teams and partners. The role will primarily be responsible for supporting the teams with review and approval of partner budgets, review and approval of partner financial reports including review of all supporting documentation and working with partners to ensure that all relevant Save the Children processes and procedures are followed.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:
* The Finance Coordinator will be responsible for:
 Ensure integrity of accounts in the AO especially that SCI accounting systems, policies, internal controls, and procedures are followed for the collection of accurate, complete and timely financial data (e.g.: budgets, forecasts, expenditure, commitments, payroll, and delegation of authority).
 Represent Finance department in the awards review meetings while ensuring that actions are addressed after these meetings.
 Support on the development of new proposal budgets for all new proposals for the AO by supporting Programme staff on development of activity budgets. Where necessary is responsible for making justifications to ensure that the proposed budget is reasonable and realistic for the project needs and is complaint per internal and external policies.
 Takes responsibility for ensuring that the costs for the AO are properly included in new proposals ensuring full recovery and fairness of allocation.
 Work with Budget Holders to regularly re-forecast active awards to improve accuracy of BvAs.
 Ensure that a proper staffing funding and other shared costs plan is maintained for the AO, and funding gaps are periodically calculated and shared with the management.
 Draft the staff allocation for the AO staff.
 Review the reclassifications proposed by program staff for eligibility in line with donor regulations and in line with SCI Financial policies.
 Responsible for review of partner proposal budgets and amendments ensuring the availability of budget in accordance with donor requirements.
 Ensuring that the Sub-Award Agreement are reviewed in line with organizational policy prior to signature as per SOD.
 Follow-up with partners to ensure timely submission of financial reports.
 Verify partner expenditure reports, through remote and direct visits, and provide audit summary with recommendations.
 Work with partnership team to ensure that organizational development plans are in place, and take a leading role in all capacity building for partners in financial systems and process
 Support the partners to support them in having robust financial systems and procedures that can mitigate the various risks in Syria.
 Develop tools and checklists that can be used for working with partners.
 Assist awards/program teams in preparation of end of award/close out letters and retention payments detailing accepted, disallowed, and queried costs, and where applicable any balances owed to or from partners.
 Liaise with finance team to ensure the timely processing of payments to partners.
 Track partner advances and reported expenditures and provide regular updates to department management.
 Responsible for ensuring that partner expenses are posted to FMS (Agresso) monthly and amounts owed to and from partners are monitored and cleared in time.
 Ensuring that all selected partners have adequate policies, procedures and controls to mitigate financial risks.
 Ensure appropriate levels of supporting documentation for all partner financial expenditure and retained it in proper way.
 Complete the finance section of the Partnership Assessment for new partners.
 Provide other ad-hoc financial data or analysis as requested by the Manager, FD, or Field Teams.

QUALIFICATIONS AND EXPERIENCE
Essential

* Bachelor’s Degree in accounting/finance or equivalent.)
* 4 years’ experiences in an accounting/finance or grants management role.
* Experience in the NGO sector preferred.
* Experience in the Finance partnership preferred.
* Proven ability to handle a workload and multi-task to meet deadlines.
* The highest level of integrity and commitment to preventing corruption.
* Strong interpersonal skills and ability to interact with all departments
* Excellent understanding of financial systems (FMS – Agresso & AMS) and procedures
* Excellent experience of computerised accounts packages, Excel, PowerPoint and Word
* Strong communication and interpersonal skills
* Written and verbal skills in Arabic & English
