Context

MSF CH has set up a matrix organisation to support its operations. An operational cell is responsible for providing the supervision and support necessary for carrying out the operational strategy. The operational cell is the direct interface with the field and is made up of a multi-disciplined team of 6 people: a Programme Manager (RP), a Deputy (ARP), and experts in the following fields: medical (RMP), logistics (RLO), financial (FINOP) and human resources (RHOP).

The Finance Controller works within the framework of this operational cell and is a member of the Operational Finance Unit (FINOP) made up of all the Financial Controllers and their manager. A Finance Controller is responsible for financial management in the field, under the twofold supervision of the RPs and the Head of FINOP. In each operational cell, one member of the FINOP unit represents the Finance Department.

The Finance Controller undertakes a pivotal role between Finance and Operations and is the resource person in the cell for administrative and financial management matters.

Mission

A Finance Controller (“FINOP”) is a desked resource seconded to operations to supervise the financial management of MSF missions. It is mainly a technical role, but this resource also supports general operational management.

For the missions managed by the Cell:

· Contributes to the definition of the operational objectives and strategy by ensuring budgets are realistic and respect financial constraints, supervises the budgetary process throughout the planning cycle

· Oversees mission management with regards to the relevance and effectiveness of the financial means allocated, follows commitments and controls expenses vs approved budgets, analyses costs

· Provides technical support to the missions in terms of financial and administrative management, anticipates financial risks and problems that missions may have to deal with

· Ensures the implementation of financial policies and procedures concerning financial management as defined by headquarters, vouches for adherence to the basic rules and quality standards. Proposes adjustment of the said procedures to emergency context when necessary.

· Is in charge of the briefing, training and coaching of all Finance Coordinators and Finance Managers present in the missions managed by the cell.

· Is responsible for the proper management of grants and for the quality of financial documents and reports submitted to donors.

· Is responsible for missions’ treasury management by processing the monthly cash requests issued by missions.

Your Profile

Education

· University degree (graduate level), preferably in Business Administration / Finance

Experiences

· Successful experiences in humanitarian aid, as Finance Coordinator for major INGOs (preferably MSF)

· Experience in costs analysis

· Managerial and team supervision experience in cross-cultural organizations

· Successful field experience in humanitarian aid, on administrator posts

· At least 1 long successful mission as Administrative & Financial Coordinator in a significant set-up

Languages

· Fluent French & English essential

· Arabic is an advantage

Professional competencies

· In-depth knowledge of MSF tools and the basics of financial management in humanitarian settings

· Leadership and team management skills; ability to build and develop diverse and inclusive teams

· Excellent analytical and reporting skills, very comfortable with numbers and financial analysis

· Experience with institutional donors grant management, especially multi-donors co-funding

· Good command of field accounting software (UNIFIELD)

· IT software: MS Office, good command of Excel is mandatory

· Capacity to understand quickly complex technical concepts, learn fast and adapt

· Capacity to take initiatives and decisions, work under pressure, respect deadlines

· Autonomous, diplomatic and good negotiation skills

· Problem-solving and service-oriented

· Able to work with multidisciplinary teams in a multicultural context

· Able to communicate the necessary information during training sessions and briefings

· Available for regular field visits (2 to 4 per year)

· Flexible, able to adapt to changes in context and cope with demanding working conditions (peak periods)

Terms of Employment

· Position based in Amman with regular visits to the mission

· 3-year term renewable once, maximum 6 years

· Full time 100%

· Ideal starting date: end June 2022

· Remuneration: according to the internal regulations and salary grid of MSF in Amman.
